C. Vendor is familiar with and is satisfied as to all federai, state and local Laws and Regulations

that may affect cost, progress and performance of the Work.

D. Vendor has obtained and carefully studied (or assumes responsibility for having done so) all
additional or supplementary examinations, investigations, explorations, tests, studies and data
concerning conditions (surface, subsurface and Underground Facilities) at or cantiguous to the
Site which may affect cost, progress, or performance of the Work or which relate to any aspect
of the means, methods, techniques, sequences, and procedures of construction to be
employed by Vendar, and safety precautions and programs incident thereto.

E. Vendor does not consider that any further examinations, investigations, explorations, tests,
studies, or data are necessary for the determination of this bid for performance of the Work at
the price(s) bid and within the times and in accordance with the other terms and conditions of
the RFP Documents.

F. Vendor is aware of the general nature of work to be performed by the City and others at the
Site that relates to the Work as indicated in the RFP Documents.

G. Vendor has correlated the information known to Vendor, information and observations
obtained fram visits to the Site, reports and drawings identified in the RFP Documents, and all
additional examinations, investigations, explorations, tests, studies, and data with the RFP

Documents.

H. Vendor has given written notice of all conflicts, errors, ambiguities, or discrepancies that
Vendor has discovered in the RFP Documents, and the written resolution thereof by the City is

acceptable to Vendor.

|. The RFP Documents are generally sufficient to indicate and convey understanding of all terms
and conditions for performance of the Work for which the proposals submitted.

Vendor further represents that this proposal is genuine and not made in the interest of or on behalf of
any undisclosed individual or entity and is not submitted in conformity with any agreement or rules of

Statement of Project Requirements and Scope of Services

A. Statement of Project Requirements

Chemserve is a NELAC-accredited laboratory (# 1008) and has been performing environmental
sampling and laboratory analysis services for over thirty years. Our field sampling department has
been trained to utilize the latest technologies for sample collection, field testing, and proper
sample preservation. This includes water sampling and testing from wells, leachates and surface
water locations.

Chemserve will coordinate a field team with sufficient knowledge and equipment to perform the
sampling per the permit specifications at each landfill. We have recently updated all our field
instrumentation to a wireless system to maximize sampling efficiency. These were successfully
tested in the April 7-9 2021 Four Hills field sampling visit. We acknowledge that there are some
locations that will require low stress sampling and others will require standard purge sampling
techniques.

Our laboratory will provide the necessary personnel and equipment to analyze the samples that
meet the current NELAC and NHDES standards. All samples will be delivered to Chemserve (317
Elm St, Milford, NH 03055) where the majority of chemical analyses will be conducted.
Chemserve will subcontract the PFAS testing to Aloha Analytical in Westborough MA. Alpha is
both NELAC and DOD accredited for performance of PFAS testing.

All reports will be tabulated into a spreadsheet and standard report format. These reports will be
sent to the City and uploaded to NHDES. Detailed responses to the Scope of Services outlined in
the bid documents are below and organized by Task number.

B. scope of Services

TASK 1: All of the wells for this project will be purged using the guidelines set forth for proper low
stress, or “low-flow”, purging outlined in USEPA Document EQASOP-GW 001 Region 1. Low-
Stress SOP revised on January 19, 2010 or will utilize standard purging as outlined in the RCRA
Guidance Document.

The pumping devices utilized for low-flow purging shall be submersible pumps specifically
designed for low-flow sampling. The low flow field parameters shall be determined using a state-
of-the-art MicroPurge electronic flow cell from QED Environmental Systems Inc. The flow cell will
monitor temperature, dissolve oxygen (DO), specific conductivity (SC), oxidation reduction
potential (ORP), and pH with data delivered to a tablet in the field using Bluetooth technology.
Sample turbidity will be monitored using a new Turbidity meter purchased in February 2021
(SPER Scientific). Tne low-flow pumping will be performed at a rate less than 500 ml per minute
as appropriate to establish stabilized values. For low-flow purging, the well will be determined to
be stabilized when the variation in field readings are 10% or less for ORP and DO, pH is +/- 0.2
units, temperature is +/- 0.2 C. Consecutive readings will be taken a minimum of three minutes

apart. For turbidity that is less than 5 NTU the well will be considered stable after three
consecutive readings less than 5 NTU. Any well that does not conform to 5 NTU or less in a
reasonable time, will be low rate purged for one hour or until 5 NTU, whichever comes first.

Samples will be filtered (0.45 uM) and analyzed for dissolved metals except for bedrock and
surface water samples which will remain unfiltered and analyzed for total metals.

For standard purging, the well volume will be calculated, three volumes of water will be purged
from each well, and field testing for pH, specific conductance, and temperature will be performed.

Note on PFAS analysis: PFAS analysis will conform to the published NHDES guidelines for testing
PFAS and PFCs. As directed by Addendum 2 of the RFP0931-041321 bid document the analysis
will utilize the 537 method modified with isotope dilution on 24 compounds listed in USEPA
SW 846 method 8327. For analytical consistency, the PFAS testing will be conducted by the same
lab that Chemserve partnered with for the current City of Nashua contract; Alpha Analytical
Laboratories.

After the appropriate purging technique of each well has occurred, samples will be collected. All
samples will be collected in accordance with the preservatives and containers outlined in 40 CFR
Part 136. Samples will be delivered the same day to the Chemserve laboratory and analyzed
within prescribed holding times following the methods accepted by NHDES for the analyses
requested. All samples shall be received under proper chain of custody documentation.
Chemserve will follow specific guidelines to avoid cross-contamination and guidelines set forth for
proper PFAS sample collection.

TASK 2: We are currently the vendor that provides sampling and analysis services for the City of
Nashua at these landfill sites. Consequently, we are familiar with the sampling sites detailed in the
RFP including well locations, leachate sample locations and surface water locations.

TASK 3: Upon completion of analysis, results will be reported to the DES Groundwater Permits
Coordinator and the City of Nashua consistent with GMP reporting requirements. Results that
exceed allowable limits will be flagged. All results will be reported within 45 days of sampling.

TASK 4: Chemserve will review data with the City at no additional cost when required. In addition,
if field or lab contamination of samples occurs, or if questionable analyses are reported,
Chemserve will re-sample at no additional cost.

TASK 5: Chemserve will coordinate all sampling events through the City-designated contact
person.

TASK 6: Chemserve acknowledges that the City will prepare and submit biennial summary
reports to the NHDES.

TASK 7: Chemserve will provide laboratory analysis of storm water samples collected by Four
Hills landfill personnel.

C. Project Team

Chemserve personnel will perform all of the field work, sampling and groundwater laboratory
analysis except for the PFA analyses which will be subcontracted out. The Team for this project
comprises the four individuals described below. Technical CVs for the key personnel (project
manager, Laboratory Operations Director and QC Administrator), are listed on the following
pages.

Project Manager — Jamie Fitzgerald, B.S., PhD; His responsibilities include client interface,
technical assistance, client meetings, field team coordination, and budgeting. Dr Fitzgerald will
also be part of the field sampling team for the Four Hills site visits.

Dr Fitzgerald is accredited by the State of NH as overall Laboratory Director for Chemserve and
the Director of Organic Chemistry division.

He is trained as a biochemist and molecular biologist and ran an academic laboratory for 15 years
prior to purchasing Chemserve in September 2020. He has received formal training in organic
chemistry, pharmacology, biochemistry, microbiology and the scientific method. His has hands-on
technical experiencing in scientific problem-solving, managing research personnel, research
budgets and adherence to regulatory requirements. This experience serves him well for running a
customer-focused environmental analysis company like Chemserve.

Laboratory Operations Director — Paul Fyfe; responsibilities include coordination and delegation
of all laboratory services. Paul has more than 30 years experience in the environmental
laboratory industry in all aspects including instrumentation, sample preparation, data review and
management. He is responsible for all day-to-day laboratory operations of Chemserve and directly
overseas all the analyses conducted by our in-house team of environmental and chemical
analysts.

Quality Control Administrator — Heather Marmorstein; responsibilities include auditing and
review of field and laboratory procedures and data collection review for compliance with pertinent
standards. She will be responsible for reviewing the sampling data and fulfilling the reporting
requirements to the City. Heather started at Chemserve in 2007 working as an Environmental
Inorganic Chemist prior to becoming the QC/QA Officer and therefore has a detailed working
knowledge of environmental laboratory analyses.

Field Service Technician — Andy Campbell, B.S. is the field sampling technician. He graduated
from the University of New Hampshire in 2013 with a degree in Environmental Science. His
responsibilities include scheduling and coordination of field activities, supervision and
implementation of sample and data collection, and delivery of samples to the laboratory. Andy has
been working for Chemserve since 2015 and has significant experience in sample collection at the
City of Nashua landfills.
