Housing is typically considered

Climate change refers to long-

term shifts in temperatures and
weather patterns that are caused

by both natural shifts and human
interventions. Greenhouse gas (GHG)
emissions generated by human
activity—are the leading cause of

the earth’s rapidly changing climate

Climate Mitigation

Efforts to make the impacts of
climate change less severe by
preventing or reducing the emission
of greenhouse gases (GHG) into
the atmosphere either by reducing
sources of these gases — e.g. by
increasing the share of renewable
energies or or by enhancing the
storage of these gases — e.g. by
increasing the size of forests.

Climate Adaptation

Efforts to prepare for and adjust to the
current and future impacts of climate
change. Examples of adaptation
measures include increasing

energy efficiency of buildings and
transporation to offset energy
consumption caused by extreme
weather, upgrading stormwater
infrastructure to betterwithstand
extreme rainfall events, and individual
behavioral shifts such as reducing food
waste.

Complete Streets

Complete Streets are streets designed
and operated to enable safe use

and support mobility for all users.
Those include people of all ages and
abilities, regardless of whether they
are travelling as drivers, pedestrians,
bicyclists, or public transportation
riders.

Density

(Development) density refers to
the number of developed units ina
specific area of land.

Densification

To further development and encourage
population growth within the
boundaries of a preexisting urban area
rather than expanding outward into
suburban areas.

Greenhouse Gas

Gas that contributes to the
greenhouse effect by absorbing
infrared radiation. Greenhouse gases
absorb infrared radiation and trap

its heat in the atmosphere, creating
a greenhouse effect that results in
global warming and climate change.

Inclusionary Zoning

Refers to municipal and county
planning ordinances that require a
given share of new construction to

be affordable by people with low to
moderate incomes, also referred to as
inclusionary housing.

Millennials

A parent whose children have grown
and moved away from home. Empter
nesters (and millennials) are identified
as Nashua’s fastest growing age-
cohorts.

Mixed-use Development

Mixes of residential, commercial and
office space within the same buildings
and/or districts.

Multimodal

Transportation and land use planning

Green Stormwater Infrastructure
Green Stormwater Infrastructure
(GSI) is a set of tools and practices
that mimic natural methods of storing,
infiltration and/or filtering stormwater.

Infill development

Infill development is the process of
developing vacant or under-used
parcels within existing urban areas
such as Amherst Street or Main Street
that are already largely developed.

Land Use

Broad term encompassing all the
different ways that people use or
develop land for economic, residential,
recreational, conservation and
instituitional purposes

Land Use Code

Regulations that determine what,
where, and how redevelopment

or development can take place in

the city. While land use policy is an
important tool for comprehensive
planning, it must be coordinated well
with other citywide initiatives, policies
and capital investments, and also be
adaptable to change.

Location quotient

Ratios that allow an area’s distribution
of employment by industry, ownership,
and size class to be compared toa
reference area’s distribution - for
example, across the nation.

Low Impact Development (LID)
Land planning and engineering design
approach to manage stormwater
runoff as part of green infrastructure.

Placemaking

Approach to planning, design and
management of public spaces that
focuses on the needs and desires of a
local community.

Public Realm

Publicly owned places and spaces
that belong to and are accessible by
everyone including municipal streets,
lanes, squares, plazas, sidewalks,
trails, parks, open spaces, waterfronts,
public transit systems, conservation
areas, and civic buildings and
institutions.

Remediation

(Site)-remediation is the process of
removing polluted or contaminated
soil, sediment, surface water, or
groundwater, to reduce the impact on
people or the environment

Resiliency

Resiliency embodies a community’s
ability to recover and resolve from
future shocks and stresses to its
social, economic, environmental and
technical and infrastructure systems.
Resilience for a place and community
also means not losing what it means
to be a community, and being able

to essentially maintain the same
functions, systems and identity.

Retrofit

Changing the building systems or
structure after its initial construction
to improve amenities or performance.

Right of Way

The legal right of a pedestrian, vehicle,
or bicycle to proceed with precedence
over others on the road.

Comprehensive Master Plan

Transit Oriented Development (TOD)
Type of development that encourages
and maximizes residential, business
and leisure space within walking
distance of public transport. TOD aims
to create integrated urban places
designed to bring people, activities,
buildings, and public space together.

Scenario Planning

Urban planning process to support
decision-making that helps urban

and regional planners navigate the
uncertainty of the future in the short
and long term. Scenario planning
enables communities to analyze
multiple plausible versions of the
future in the face of future change and
challenges.

Urban Design

The process of designing and shaping
the physical features of cities including
streets, buildings, parks and public
spaces.

Zoning

Zoning laws regulate the use of land
within a municipality. It controls

the ways in which the land can be
developed and what purposes the
zoned land can serve. Zoning is what
keeps a residential district residential,
acommercial district commercial, an
industrial district industrial, and so on.

Zoning Overlay District

Overlay districts are a land use
planning tool used to create a special
zoning “layer” placed on top of

the base (primary) zoning district.

The overlay district standards may
supplement or supersede those of the
underlying base zoning districts.

PROGRAM INTO FIRE GRANT ACTIVITY “2020 HOMELAND SECURITY GRANT
PROGRAM”

CITY OF NASHUA

In the Year Two Thousand and Twenty One

RESOLVED by the Board of Aldermen of the City of Nashua that the City of Nashua and
the Nashua Fire Rescue are authorized to accept $25,000 from the State of New Hampshire,
Department of Safety, State Homeland Security Grant Program into Fire Grant Activity “2020
Homeland Security Grant Program”, for the purpose of purchasing two Hazmat suit dryers and to
provide two members with training on the Hybrid Dry Decontamination System. This funding shail
be in effect through August 31, 2023. No local match is required.

“FY2022 OPIOID ABUSE REDUCTION INITIATIVE (OARI) GRANT”

CITY OF NASHUA

In the Year Two Thousand and Twenty One

RESOLVED by the Board of Aldermen of the City of Nashua that the City of Nashua and
the Nashua Police Department are authorized to accept $300,000 from the State of New
Hampshire, Department of Safety into Police Grant Activity “FY2022 Opioid Abuse Reduction
Initiative (OARD) Grant” for the purpose of investigating and apprehending individuals or
organizations that are involved in opioid related drug use and trafficking. This funding is
contingent upon approval by the Governor and Executive Council and shall be in effect through
June 30, 2022. No local match is required. The Mayor is authorized to enter into any grant
agreement or other documents necessary to further the purposes hereof, including but not limited
to, a memorandum of agreement between the State of New Hampshire Department of Safety, the
State of New Hampshire Division of State Police, the Town of Hudson Police Department, and
the City of Nashua Police Department, substantially similar to the attached.

ANALYSIS

This resolution authorizes the City to accept funds from the State for the purpose of investigating
and apprehending individuals or organizations that are involved in opioid related drug use and
trafficking. These funds will be used in conjunction with the Town of Hudson Police
Department in a joint effort. The attached MOA establishes Nashua as the “Grantee” and Hudson
as the “Municipality” where a portion of the rembursements from the State will go directly to
the Town of Hudson after approval by the Nashua Police Department.
