If you could just speak to why there is a need to suspend this and do it right now versus sending it to the
Committee that would be great?

We got an e-mail from Alderman Tencza this afternoon, that | believe there’s an expiration of that those
days go away. Alderman Tencza?

Alderman Tencza

Madam President, if we could, | believe that Assistant Chief Walker is in the meeting as well to speak to
this. There is some urgency with this Resolution, it’s actually not the fiscal year that it is dependent upon
it's actually the anniversary dates of each employee so those come up at various times. If we don’t pass
this, it could affect when people would be able to roll over this vacation time, which they haven’t taken due
to the recent budget and staffing issues due to the COVID-19. So Chief Walker, if he’d like to speak more
to that, he would have more details, if, Madam President, you would allow him to.

Good evening, this is Chief Walker from Fire & Rescue. So the reason behind this was that during the
initial stages of the epidemic, we had some people who were out due to some exposures. We needed our
people to show up, we needed our people to come to work. The way our vacation accrual works is that on
their anniversary, if they have more than they are allowed accrued, they would lose it. Some of those
anniversaries happened in April and May and some are going to happen in June. So we are just waiting
so that they can start to use those accumulated hours. It is a small pool, there’s only 10 people that it
involves, the numbers are as low as 10 hours and the highest is 126. Some of those hours, they have
already started to use.

In the agreement there is a 6-month window that they can use it but we would like them to use some of it
at least within this fiscal year and we have only three weeks left. So that’s the urgency that there is no
real impact financially, it is just they are carrying the hours over instead of losing them. And we just want
them to have the ability to use it at this point. So if you have any other questions, Ill be happy to answer
them.

Madam President, I'll just point out too that this is something that we have done for employees of the
Police Department. | think there was a consensus in that; | can’t imagine — we certainly could go through
the — we may have to go through the normal process here but it doesn’t seem like that’s necessary since
we have already had a debate on this issue. So it makes sense for efficiency purposes in order to
suspend the rules and go forward with this proposal tonight.

Alderman Dowd

Yes, first I’d like to be listed as a co-sponsor and second, | fully support this action. It gives the Fire
Department a little more time for planning purposes and it is very similar to what we did for the Police
Department. | think it’s only fair that we do this for the Fire Department as well.

Alderman Klee

Thank you, Madam President. | want to echo the words of those who have spoken before me. We have
done it in the past and considering what this pandemic has done to everybody’s schedule and so on, |
think it’s something that we should consider and | too would like to be a sponsor of that too. Thank you.

| think this is a great idea and | see we have another Ordinance to help Public Health Community because
of those vacation days that they are not taking because of this virus. But! am a little concerned, have we
looked at the other employees who are unaffiliated who are not able to take their time as well and they are
going to lose that time at the end of the year if they don’t take it. | think it is something that we should be
looking at for all of those employees who have more vacation and they are going to lose it. And | don’t
mind being a sponsor. But | think it is important that we look at the City as a whole. And | think it’s great
that we are going to recognize the Fire Department and this Ordinance O-20 for Public Health. Thank
you.

Alderman Klee

Thank you, Madam President. | again | feel like I’m doing a ‘me too’, but | want to each what Alderman
Caron had said. We really should be, especially considering that we’ve been in such odd schedules over
the past few months. Those who have been working full time haven’t been able to take leave and | think
we should be giving consideration to extending theirs. But | do have a quick question, | know it is kind of
off to the side and maybe for a future conversation, do theirs also end at their anniversary or is there an
end of the year type of thing for the other non-affiliated employees?

| might be able to help Madam President with the question. The unaffiliated employees earn a certain
number of personal days each year, 5 | believe and those have to be taken during the fiscal year and if
they are not taken, they expire as of July 1%. People and it depends how long they have been employed,
earn various amounts of vacation days each year. One is allowed to accumulate double the amount that is
earned each year. So a fairly recent employee would earn 12 days a year, could accrue up to 24 days on
their anniversary date of employment, the lose any excess days or hours over that double the yearly
amount.
