| have been hospitalized three times in the last six months in the mental health ward because doctors
don’t see anything on me. This airborne chemical is microscopic like dust. You do see it on the streets,
sidewalks, parks, yards, schools and libraries. You also see it on the dashboard of your car but you don’t
see it on you. | went to a new internist in May as my internist that | had for two years thinks | am
hallucinating. | went doctor shopping and found another doctor and I’ve had two skin scrapings over the
summer and they found nothing. | saw a dermatologist yesterday in Boston and she would not biopsy
me because all she found was lumps and dry skin. | guess a lump isn’t going to tell you that you have
something under the skin. | did take a sample from my car and | told her what is in the car is inside me
but with no cuts and rashes then no biopsies. I’ve been seeing the glass on me three times a week since
March, outside, most of the time in the sun. Heidi does not believe me, she tells me to my face that it is
a perception of mine. It’s a common sense, what is on the dashboard is inside of me. | know what | did
and | know what she did. | played with fire and burned myself. Heidi Peek played with fire and burnt the
whole world. Every person in all seven continents has some type of mineral or chemical that feels like
and looks like glass in the pores of their skin, in their cars and their clothes. Heidi did nothing, she did
not call the police department or poison control, she called a psychiatrist and still three years later she is
calling a psychiatrist every time | go see her. We all different, it's an allergy. Our allergies are different
just like our favorite color. | guess if the whole world ends in ten years that’s on Heidi and not on me.

Alderman Lopez

| wanted to express my condolences to the family of Amber Carroll.

| also wanted to invite anyone who would like to participate to the Nashua Crop Walk. It’s a good way to
walk in solidarity with people who are less fortunate around the world and to raise money for local
charities such as the Nashua Soup Kitchen.

Alderman Siegel

| would like to thank Fred Teeboom for all of the work that he has done. There is no doubt that the
memorial is a very good thing and | would like to thank him. I’m sure my colleagues would echo that as
well.

| would also like to thank the Mayor and the city staff. We are a city but we actually have a small town
heart and that was very clear in the wake of this tragedy. Everyone worked very hard and | appreciate
that and all of the sentiment. | think the Mayor and his staff did the best job possible under pretty horrible
circumstances.

Finally, congratulation on becoming a dad to Alderman Schoneman, welcome to the club.

| would like to echo with what Ken had to say. Jim, you and your staff did a great job handling what was
a terrible accident. Things are being addressed but it’s terrible to see such a young life taken.

I’d like to send my condolences out to the family and friends of Mark McAffee who passed away last
week at the age of 23 years old; another young life taken. As a city everybody came together and
provided due diligence on what had happened. There was a lot going on at the time in the city behind

Thursday of this week is the Construction Meeting at 7:00 p.m. followed immediately by the Joint Special
School Building Committee at Nashua High North.

Alderman Cookson
We had originally scheduled an Infrastructure Committee meeting for tomorrow evening but we had also
referred a couple of pieces to the Board of Public Works and they are meeting on the 27" so we have

delayed our meeting until next Thursday, November 3%.

Alderwoman Melizzi-Golja

There will be a public hearing on Tuesday, November 15" at 6:30 p.m. and then the Planning and
Economic Development Committee meeting will follow that.

Subject: Assumption of Ownership and Maintenance of the NH Holocaust Memorial

The Memorandum of Agreement to construct the NH Holocaust Memorial in Rotary Common was
adopted by the City of Nashua with Resolution R-10-43 on August 10, 2010 and signed by Mayor
Lozeau on August 26, 2010. The Memorandum of Agreement provides for:

> Part Il: Upon completion of construction, the memorial and all enhancements will become the
property of the City of Nashua.

> Part III: Following assumption of ownership, the City of Nashua shall be responsible for the
maintenance, perpetual care, irrigation, lighting, and upkeep of the memorial, consistent with
the city's maintenance, insurance and legal responsibilities for other city parks and park properties.

Construction of the memorial is now complete:
> The last granite monument was installed on 22 May and no additional monuments are planned.

> The landscape irrigation system was operational on 27 September and no additional enhancements
are planned.

Two agreements exist with Steve King Auto Sales and Service:

(1) Steve King Auto Sales and Service provides the facility for the video surveillance system, including
the cameras and network support equipment. The agreement amended 29 January, 2014 (attachment
#1) is herewith assigned to the City of Nashua.

(2) Steve King Auto Sales and Service provides water for the landscape irrigation system. The
agreement dated 25 July, 2016 (attachment #2) is herewith assigned to the City of Nashua.

In conformance with the Memorandum of Agreement under Resolution R-10-43, the City of Nashua
assumes ownership of, and maintenance for, the NH Holocaust Memorial and its enhancements,

Agreement and Authorization to Install a Video Surveillance System

The Holocaust Memorial in Nashua, Inc. a tax-exempt non-profit corporation witk office in 24
Cheyenne Drive, Nashua NH (herein referred to es “The Corporation”) is buikding 2 Holocaust

This construction includes a video surveillance system: to record possible vandaliem of the
memorial and deter unc identify intruders. The Corporation has contracted with ID Video
Solutions with offive in 2 Warren Lune, Merrimack, NH to perform the installation of the video
surveillance system, consisting of video cameras und network support equipment.

The Corporation has arranged with Steve King Auie Saies & Service locnted et 321 Main St.
Nashua, NH 03060 to mount up to 8 video cameras on and near its building or on the memorial
site, coanecs these through seuled access holes drilled in the exterior walls to nctwork support
equipment stored a1 a tovked cubinet mounted to the exterior wall inside the building, and
connect the network suppert squipment to Sve King Auto's existing internet Service Provider
(TSP}, Comeast. Steve King Auto Sales & Service will also provide 24/7 access to its 120VAC
facility power to run this equipment.

Subject: Deposit of $4,000 into the City of Nashua Expendable Trust Fund

The Memorandum of Agreement to construct the NH Holocaust Memorial in Rotary Common
was adopted by the City of Nashua with Resolution R-10-43 on August 10, 2010 and signed by
Mayor Lozeau on August 26, 2010.

The Memorandum of Agreement provides for:

> Part III: The Corporation shall establish an endowment fund for purpose of maintaining the
memorial. $13,500 and any additional funds remaining upon completion of construction shall
be initially deposited into the maintenance fund. Proceeds from this fund shall be transferred

as necessary to the city and deposited into an expendable trust fund designated to maintain the
memorial.

The Holocaust Memorial in Nashua, Inc. established a fund since the adoption of Resolution R-10-
43 in year 2010, which has been used to maintain the memorial.

During a meeting on 18 July, 2016 the city’s Department of Public Works expressed the need for a
not-to-exceed $4,000 for constructing a water irrigation system to maintain the memorial site.

The City adopted an Expendable Trust Fund (ETF) #7579 with Resolution R-16-055 on September
14, 2016. This memorandum serves to document the deposit of four thousand dollars ($4,000) by
corporate check #0616 dated October 7, 2016 into this Expandable Trust Fund.

With this $4,000 deposit to the city’s ETF the corporation’s maintenance fund is now depleted to
below $500. With no additional contributions received nor expected since construction was

completed, and the anticipated dissolution of the corporation with its mission now accomplished,
this mefintenance fund is not expected to grow. 4

After the City’s Assumption of Ownership

Fred S. and Janice R. Teeboom, founders of the NH Holocaust Memorial, will be allowed use of
the memorial site, after the city’s assumption of ownership pursuant to Resolution R-10-43, for
the following events and objectives:
> Conduct of Yom Ha'shoah and other memorial events associated with the Holocaust.
Conduct tours associated with the purpose of the memorial.

> Plant landscaping such as a tree or bush or flowers in commemoration of family members.

Access to the site’s electrical service for powering a public address (PA) system during
an event associated with the Holocaust.

» Access to the site’s video surveillance system over the Internet for purpose of remote
monitoring.

The city will be prior notified of any event or objective cited above, which will not be
unreasonably denied.

A regular meeting of the Board of Aldermen was held Tuesday, October 11, 2016, at 7:30 p.m. in the
Aldermanic Chamber.

President Brian S. McCarthy presided; City Clerk Patricia D. Piecuch recorded.

Prayer was offered by City Clerk Patricia D. Piecuch; Alderman Richard A. Dowd led in the Pledge to the
Flag.

The roll call was taken with 13 members of the Board of Aldermen present; Alderman Siegel, Alderman
Schoneman were recorded absent.

REMARKS BY THE MAYOR

First | would like to congratulate Alderman Schoneman and his wife on the birth of a new baby. It’s not
that often that an Alderman has baby. It’s a big event.

Tomorrow there is an event at the Elm Street Middle School and it is what we are calling trees for the
Tree Streets. Nick Caggiano, Superintendent of Parks & Recreation and James Vayo of the Economic
Development Department have been meeting to formulate a group of locations where we can plant some
trees in the Tree Streets. Despite the name of the Tree Streets and despite all of the names of the
streets themselves, Pine, Vine, Palm, Ash, etc., there are actually a shortage of trees in the Tree Streets
overall. They have located 30 locations where we are going to be able to plant a tree and that will be
undertaken by the Parks Department over the next few weeks. Tomorrow will be the ceremonial planting
of the first tree which will take place in front of the Elm Street Jr. High at 1:00 p.m. and any of you who
can come would be great.

| wanted to mention the Granite Hammer grant which is going to be voted on for final passage on
tonight's agenda. This has come at the right time; about $250,000 to help the police department in their
efforts to fight the criminal side of the opioid problem. They have done an incredible job in trying to keep
illegal narcotics trafficking off of the streets despite the very increased demand here throughout the State
of New Hampshire and throughout New England. They have made over 500 arrests for dealing this year
already. The grant will help to supplement their efforts and comes right at the right time because their
overtime has been largely depleted as a result of all of the work that they have been doing. As you
know, extra resources have been diverted into the anti-heroin effort. The traffic unit is not fully functional
anymore and those officers have been diverted into narcotics. The grant, which comes from the State of
New Hampshire is really helpful to us and comes at the right time.

| wanted to mention R-16-074 which has to do with a budget transfer from the library to the Economic
Development Department. The reason | thought that people might be puzzled by what this is all about:
the reason for this is Tim Cummings, the Economic Development Director, has met with the Library
Board and the Hunt Memorial Building Board to discuss with them the idea of moving the woman who
works for the Hunt Building from her budget placement under the library to under economic development.
The reality is that she really doesn’t do any work for the library and the Hunt Building, as Alderwoman
Melizzi-Golja can say as she is on that Board, is an economic asset for the city and we thought that it
would make more sense to have the employee at the Hunt Building supervised by Mr. Cummings under
the Economic Development Department as opposed to the library. Jen McCormack was fine with this.
She really doesn’t provide a whole lot of supervision because the employee does not work at the library
and we thought that this would be a positive change in terms of the functioning of the Hunt Building and
the Economic Development Department. There is no real change in spending. Half of this position was
under the library and now, if you approve this will be under the Economic Development Department. |
just wanted to let you know what that was all about.
