Yes, we actually didn’t approve this amendment, we said we were going to move it on to this full board for
approval. There are two numbers that were transposed incorrectly on the original Legislation. The first is
on R-09-203 in the amount issued instead of the originally listed $7,301 ,000.00; it’s $7,301,700.00. The
other item to correct is on R-15-154 under the amount issued, there was a “1” missing so the correct
amount is $1,181,000.00. So those are the two changes and recommended approval of the change.

So what this Ordinance does is this summer we realized it was pointed out to us that although our
Ordinances require us to maintain an undesignated General Fund Balance of a minimum of 10% of
appropriations, the Ordinance requires that it be the appropriations plus the Statewide Enhanced Education
Amount and the amount for local school, net tax amount and the county appropriation. We found out that it
has been our practice for as long as anyone can remember that we actually maintain at least 10% of
General Fund Appropriations without factoring in the State or District School Amounts or the County
Appropriation. So just to be consistent with what our actual practice is which our CFO tells us he is
completely comfortable with it; that’s what he’s been doing. And our bond rating people have no problem
with the way we have been doing it for all of these years, so we are just amending the Ordinance to make it
consistent with what our actual practice is.

Yeah this is a good piece of Legislation, | agree with what Alderman Jette said and actually this was one of
the things that former Alderman Teebom and | actually agreed on. And | think he would probably be pretty
pleased with the changes that we are making here because it was always one of the things that drove him
crazy to change this. So it’s good that we are doing that tonight.

Is there anyone that would like to give public comment? | am not seeing anyone. Remarks by Members of
the Board? Alderman Clemons?

REMARKS BY THE MEMBERS OF THE BOARD OF ALDERMEN

Thank you. | just wanted to say that | would be remiss if | didn’t make any comments in regards to the terrible
situation that occurred last Wednesday at our US Capitol. | think it affects everyone on so many levels. | will
keep this brief, | am very happy that the House of Representatives is going forward with the impeachment of
the President. | am happy that the FBI is looking into the people who stormed the Capitol. As far as | am
concerned, these people are infidels and | am very happy that our Law Enforcement here in the City of
Nashua and the State of New Hampshire are on top of any shenanigans that might come up between now
and the Inauguration and afterwards.

We need to stay strong and be united as Americans. There is a time for disagreement; we can disagree
about politics, about our candidates, where we stand on the issues. But there is no place, you know, you can
fight an election just like the President did through the Courts even though he got turned down a million times,
that’s just how it is. And that’s our American system. And we live another day. We have turnover, we have
term limits in this country, they are called elections. So | encourage everyone to stay involved, and you know,
just be vigilant, if you see something, say something. But really in our society, in my opinion, there’s no
justification for violent revolution. We do our revolution at the ballot box, that’s the way it should be. It’s how |
believe and how | was taught that America is and should be and | am proud to be an American citizen. Thank
you.

Yes, first of all | would like to welcome Attorney Bolton back to the fold. There is no one happier to see him
than | am. We have been colleagues and friends for decades, probably longer than neither one of us would
like to admit. But | am glad to see him back and active and hope he doesn’t rush too much into the fray and
has time to recover. Also I'd like to welcome Attorney Neumann to the fold. | know that we have hired him
predominantly to look at the numerous Right-to-Know Law issues that we have had. And | don’t know if any
of any of the Board members have the same feeling | do, but | would like to know what all of these requests
have cost the City over the last year and if anything positive that would have done something beneficial for
the City, or even homeowners, has come out of all of those Right-to-Know requests. Because it is an
extensive amount of money; I'd like to know what the estimate is of that amount of money and what all of that
has been used for. Thank you.

by it a few times. The first time | drove by it | really wasn’t even aware of what the project was. | pulled onto

by it then just to drive by. | strongly recommend anybody in this City, but especially those in Wards 2, 4, and
3, it’s right there in your backyard. Take the time to go and look at it. It’s quite an amazing job that the
students and the teachers did.

| too would like to welcome back Attorney Bolton and welcome Attorney Neumann on board. | also want to
make a comment relative to the safety here in Nashua and in the State. | had a number of phone calls from
constituents this morning as | said and Chief Carignan | contacted him and asked him, you know, are we
safe? And while he does not know what is going to happen tomorrow, they are on top of it. We have an
officer that is assigned with the FBI Anti-Violence Unit and we stay on track of it and | think the citizens should
feel safe. | believe our National Guard are right there. They may be helping with vaccines but they are also
ever on duty. So at a moment's notice, they will be where they need to be, as our State Police and so on.

| think the citizens of New Hampshire and Nashua should feel safe and proud but that does mean that you let
your guard down. So try to lead a little bit with love and as this Brave New World art project speaks, choose
love and stay safe. And try to turn one of those negatives into a positive. Thank you.

Thank you Madam President. Just another project that | wanted to highlight and thank some folks for. We
have heard a presentation on it here at the Board of Aldermen is the renovations that happened at the
Nashua Police Athletic League that were finalized toward the end of December. | just wanted to thank Hope
for New Hampshire for all that they did. They did the construction in 2020 which was a wild year for
everybody; somehow they got it all done. That facility is going to be something that didn’t cost Nashua PAL
anything, they came in donated their time and resources. But it is going to be a great Community Center for
kids in that neighborhood and the entire City for years to come. Thank you to them, there was a great article
in the Telegraph this weekend about it and hopefully soon enough all the kids will be back there fulltime and
able to use it to its fullest extent.

The other thing, just to follow up on what some other folks were saying. So | think that one of the things that
this Board sets a great example for the community as far as civility is concerned. We have our
disagreements but our disagreements are not personal, very professional. | am hoping that we continue that
not just at this Board but with the community as a whole as we take on other difficult issues in 2021 we set
the example. We keep things so that they are productive. We want to hear from folks but I’m not sure what
people think they are going to accomplish by coming in and insulting staff members and all of us. We are
certainly willing to hear and want to hear from folks, but please let’s remember that we are all here to try to do
the best for the City and the folks who live here. Thank you.

| too wanted to say again welcome back Attorney Bolton and welcome to the team Attorney Neumann. This
is the time of year we celebrate Reverend Dr. Martin Luther King as part of Southern New Hampshire
Outreach of Black Unity we have had 37 breakfasts which we are not having this year. But | do want to share
that the plan is and | will send out something later. We decided that we were just going to play one of his
speeches and we have several community members that will speak to the speech including Melanie
Levesque former Senator for Nashua; Minister Ray Ealey from the Fellowship Baptist Church at 50 Ash
Street and | don’t remember | know it is one more but | can’t remember the name. But there will be
approximately 5 speakers that will soeak to whatever is played that morning. It will be on Zoom.
