Relative to the acceptance and appropriation of $37,903 from
the United States Department of Justice into Police Grant
Activity - “2019 Justice Assistance Grant (Multi-Jurisdictional)”

Fiscal impact is a $37,903 grant to the City to be used for a specific
purpose. This grant does not cover the City’s cost of the wage
driven benefits (i.e. pension costs social security, and Medicare)
associated with overtime costs. The wage driven benefits will be
funded through the Police Department’s operating budget.

ANALYSIS

This resolution authorizes the City of Nashua and the Nashua Police Department to accept and
appropriate $37,903 from the United States Department of Justice into Police Grant Activity
“2019 Justice Assistance Grant (Multi-Jurisdictional)” for the purpose of purchasing equipment,
training and/or funding overtime. No matching funds are required for this grant.

CITY OF NASHUA

In the Year Two Thousand and Twenty

RESOLVED by the Board of Aldermen of the City of Nashua that the City of Nashua
and the Nashua Police Department are authorized to accept and appropriate the sum of $37,500
from the State of New Hampshire, Department of Safety, “State Homeland Security Grant
Program”, into Police Grant Activity “2019 Homeland Security Grant Program”, for the purpose of
purchasing night vision equipment. This funding shall be in effect through August 31, 2022, No
local match is required.

ORDINANCE

PROHIBITING DOGS IN FENCED-IN TOT LOTS

CITY OF NASHUA

In the Year Two Thousand and Twenty

The City of Nashua ordains that Part II “General Legislation”, Chapter 215 “Parks and
Recreation Areas”, Article I “Park and Playground Rules”, Section 215-1 “Prohibited Acts” of
the Nashua Revised Ordinances, as amended, be and hereby is further amended by adding the
new underlined language as follows:

“§ 215-1. Park and playground rules,

In all parks, playgrounds, pools, and other City recreational facilities, no person shall:

N. Bring a dog into the following fenced-in tot lots:
(1) Shattuck Street;
(2) Belvedere (Bridge Street);
(3) _ Erion Field (Robinson Road): and

(4) Jeff Morin Playground at Roby Park.”

This legislation shall take effect following its passage.

ORDINANCE

REDUCING THE FINE FOR OVERNIGHT PARKING VIOLATIONS

CITY OF NASHUA

In the Year Two Thousand and Twenty

The City of Nashua ordains that Part II “General Legislation”, Chapter 320 “Vehicles
and Traffic”, Article XIH “Night Parking” Section 320-78 “Parking time limits”, subsection B of
the Nashua Revised Ordinances, as amended, be and hereby is further amended by deleting the
struck-through language and adding the new underlined language as follows:

“320-78 Parking time limits.

B. Anyone violating this provision shail be fined a minimum of $2510. If such fine is
not paid within seven days, the fine shall increase by $10, to $3520.”

All ordinances or parts of ordinances inconsistent herewith are hereby superseded only to the
extent necessary to effectuate this legislation.

This ordinance shall become effective immediately.

PURPOSE: Reducing the fine for overnight parking violations

A sixty percent reduction in the overnight parking violation fine

amount would result in an approximate loss in annual enforcement
revenue of $225,000 to $250,000.
