Article 15: Overtime

-change dispatcher overtime rules

Article 22: Paid Sick and Injury Leave

-lower requirement for first personal day and training day from 320+ hours of sick time to 300+
hours of sick time

-second personal day and training day if 600+ hours of sick time

-unlimited sick time accrual, payout remains capped at 720 hours, hours over 720 go into sick

CITY OF NASHUA

In the Year Two Thousand and Twenty

RESOLVED by the Board of Aldermen of the City of Nashua that the Mayor is
authorized to expend up to $10,000 from the Nashua Conservation Fund (Fund #4080) on
consulting services with the Nashua Regional Planning Commission to assist in completing

LEGISLATIVE YEAR 2020

RESOLUTION: R-20-095
PURPOSE: Authorizing the expenditure of up to ten thousand dollars

($10,000) from the Conservation Fund on consulting services
with the Nashua Regional Planning Commission

SPONSOR(S): Mayor Jim Donchess
RSSIGNMENT: Budget Review Committee

FISCAL NOTE: Fiscal impact is the expenditure of up to $10,000. The current
balance of the Conservation Fund (Fund #4080) is $1,632,255,

ANALYSIS

This resolution would authorize the City to expend up to $10,000 from the Nashua Conservation
Fund on consulting services with the Nashua Regional Planning Commission to assist in
completing stewardship plans and various other work in accordance with the Conservation
Commission’s duties under RSA Chapter 36-A. The Conservation Commission approved this
expenditure by vote on November 4, 2020.

NRO §5-118 provides that monies in the Conservation Fund may be expended by the
Conservation Commission in accordance with applicable law and ordinances, subject to the
approval of the Board of Aldermen. RSA Chapter 36-A provides that money may be expended
from the Conservation Fund consistent with the purposes found in that chapter, which broadly
includes “the proper utilization and protection of the natural resources” of the City.

Re: Relative to $10,000 authorization request from the Board of Aldermen from the Conservation
Fund for technical assistance services through the Nashua Regional Planning Commission (NRPC)

On behalf of the City’s Conservation Commission, the Planning Department is submitting a request to the
Board of Aldermen for a $10,000 authorization for the purposes of funding a contract (pending) with Nashua
Regional Planning Commission (NRPC) for technical assistance to the Commission on an as needed basis. The
funding source for the appropriation is the Conservation Fund.

NRPC has historically provided technical assistance services to the City and continues to serve as a resource to
support and enhance local planning efforts and as a conduit to regional and statewide best-practices for natural
resource protection and planning.

In the interest of fulfilling its mission of ensunng the proper utilization and protection of the natural and
watershed resources in the City of Nashua, and the statutory duties of the Commission pursuant to NH RSA
36-A, the Conservation Commission has identified several priority support areas that will be the basis of the
forthcoming contract including, but not limited to:

= Forest and Land Management Planning

* Technical Assistance to Trail Mapping and Wayfinding efforts

=" Development of Enhanced GIS Maps for Existing Lands/Resources
= Support of Easement Monitoring Efforts

= Other Staff Support as Required by the Commission

At the November 4", 2020 Conservation Commission meeting, NRPC joined the Commission for a discussion
of these priorities to ensure compatibility between the proposed NRPC team and the Commission members.
Subsequent to that discussion, the following vote occurred:

MOTION by Chairman Dutzy to make a $10,000 appropriation request to the Board of Aldermen to
provide technical assistance to the Conservation Commission through the Nashua Regional Planning
Commission, for a scope of work to be defined, but limited to the work of the Commission as
prescribed under RSA 36-A.

If authorized, the Planning Department will work cooperatively with the Conservation Commission and NRPC
to refine the contract scope through the month of December, with a goal of finalizing the contract and
commencing work as soon as possible.
