APPROVAL OF PREPARATION WORK

After each asbestos removal Work Area or Regulated Area has been prepared as
specified above, the Contractor shall request a formal site inspection by the Engineer.
No removal, demolition, or other disturbance of asbestos-containing materials, dust, or
debris shall occur until the Engineer has inspected and accepted the site preparation
Work as specified in Subsections 3.01, 3.02 and 3.03.

ASBESTOS REMOVAL UNDER GENERAL CONTAINMENT PROCEDURES

This Subsection provides a description of the generally employed procedures for the
removal of Asbestos-Containing Materials where conducted inside of a Work Area
which has been isolated and protected with polyethylene coverings, and has a HEPA-
exhaust system and a Decontamination Facility.

Amended Water (wetting agent), mixed and carefully applied using an airless sprayer as
specified by the manufacturer, shall continuously be used to control the release of
asbestos fibers from the ACM material prior to and during removal. The amended water
shall be applied in sufficient quantity to fully penetrate and saturate friable materials
before removal begins. Where necessary, wetting shall commence up to 24 hours before
removal Work to ensure effectiveness.

Removal Sequence:

1. No asbestos removal Work shall begin until the Work Area has been prepared as
required in Subsections 3.01 through 3.04 of this Section.

2. Small test patches of Asbestos-Containing Material shall be wetted, and then
removed and examined to determine degree of saturation prior to removing the
bulk of the material. With prior acknowledgment the Contractor may use removal
encapsulant instead of amended water applied per manufacturer’s and federal
guidelines.

After large areas of Asbestos-Containing Materials have been fully wetted and
tested, the asbestos shall be carefully removed in small sections by hand using
suitable tools

As the material is removed, it shall be promptly wetted and packed into Disposal
Bags and/or approved disposable drums. When each bag 1s full, the packaged
material shall be sprayed with amended water, sealed, and transported to a
temporary storage area inside of the Work Area. Accumulations of standing or
free water shall not be allowed to collect on the Work Area floor or ground.

The Asbestos Abatement Contractor shall continuously mist the Work Area and
spray the material to prevent it from drying out and to reduce airborne dust and
fiber levels.

Once the majority of the Asbestos-Containing Material 1s removed, the Asbestos
Abatement Contractor shall remove all remaining visible and microscopically
detectable material using appropriate tools.

The Asbestos Abatement Contractor shall minimize contamination of the ground,
the excavation floor, the exterior of Disposal Bags and containers, and all other
surfaces within the Work Area. At the end of each shift, all surfaces shall be
cleaned of all materials and then HEPA-vacuumed or wet cleaned and all debris
packaged in Disposal Bags.

Excessive water accumulation or flooding in the Work Area shall require Work to
stop until the water 1s collected and disposed of properly.

Should the Contractor remove any non-friable Asbestos-Containing Materials in a
manner which transforms the material into a friable condition, the Contractor shall
be responsible for handling and disposing of this material as friable Asbestos-
Containing Waste Material.

Disposal of all Asbestos-Containing Material shall be in accordance with
Subsection 3.08.

Upon notification by the Engineer that the level specified in Subsection 3.10.F has
been exceeded, the Contractor shall immediately cease Asbestos Abatement
Activities until the fault 1s corrected. Work shall not recommence until
authorized by the Engineer.

Carefully excavate, by hand, a sufficient area around the material to perform the
abatement work. Any asbestos debris that is present or generated by these
activities will be promptly wetted and placed into Disposal Bags before
continuing with the Work.

Once excavation is complete, place one layer of 6-mil polyethylene sheeting on
side walls and bottom of trench under the ACM to be removed.

Thoroughly encapsulate Asbestos-Containing Materials with an acceptable
penetrating encapsulant per manufacturer’s guidelines.
Remove Asbestos-Containing Materials as follows:

a. Asbestos Cement Pipe (ACP), Duct or Board:

Should ACP be found in the trench, the City may elect to handle the
removal of that material depending on the availability of trained personnel
from the City Solid Waste Department. The Contractor will initially
contact the Engineer who will arrange the removal process with the City
Solid Waste Department. The Contractor shall assist by carefully
removing sections of ACP found in the trench such that 1s can removed in
whole sections to be subsequently handled by the qualified City
personnel. Should it be necessary to cut the material, a the pipe shall be
kept wet and cut material into manageable sections using HEPA-filtered
saw. The Contractor will take all necessary precautions to avoid any
breakage of the ACM. Cut ends of pipe will be immediately encapsulated.
Should City personnel be unavailable to remove the pipe, the cut sections
of pipe will be removed from the trench and immediately wrapped and
sealed in two layers of 6-mil polyethylene sheeting or placed into Disposal
Bags. Packaged waste will then be placed into acceptable waste
transportation vehicle.

Note: Whenever possible, the Contractor will limit cutting of asbestos
cement materials and dismantle materials in intact sections.
