Just for clarification, this has been an ongoing project that was approved previously for all this funding but after the final
engineering and because of COVID delays, they received four bids. One backed out. Three bids were considered. The
lower bidder which has qualifications within the City were selected to do the work and of course the price went up
because construction prices are going up right now. This is vital to the Police Department and the atmosphere within the
building. A lot of the work has been done. This will allow them to complete it and there’s an urgency to get it passed
because the pricing is only good until | believe early May. They still have to go through Finance. | recommend final
passage.

Laurie Ortolano, 41 Berkeley Street. I’m addressing the whole Board because | know we’re coming into budget season
and | am not a proponent of maintaining the Right-to-Know Coordinator position in the Legal office. | really feel that
position did not work out the way we had intended it to work out and | really believe that filling Right-to-Knows for the
public should be happening within the departments that carry the information not running amuck through Legal. It’s been
pretty much a disaster for a lot of people trying to do that interface through Legal. It’s complicated. There’s all these
privilege information things. | know you had one lawsuit filed. | filed lawsuit through Attorney Gagliuso on Monday.
There’s two or three more in the cue that are coming in. It’s all because of the way it’s handled up in the Legal office. |
just feel it’s an expensive position and we shouldn't be funding that any more. Let the departments handle the public
requests and when you need legal assistance, provide the assistance. You’re abusing attorney/client privilege and hiding
information from the public when you do it the way that it’s being done right now. A lot of responses that are coming from
the Legal office are just matters of business to type a letter that could be done in the department where there is no
advisement being given by the attorney. They’re writing it and then not technically owning it. The individual from the
department is responsible for actually verifying that the data is done. | have hated the way that position worked. | think
it’s been a huge disservice and an obstacle to the public and certainly to me and | don’t think we need that in our budget.

Also | just need to put out to you folks that | am just appalled at the level of hatred that this City reigns down on members
of the public that point out an issue. Never in my wildest dreams could | have believed that | would have encountered the
level of hatred from the Mayor, Attorney Bolton, Attorney Leonard, and Kim Kleiner. It’s unprecedented to address issues.
What’s happened with my property appeal is just unbelievable. They brought in a guy who committed perjury and we
have a perjury charge that’s really being looked at by the Board of Tax and Land Appeal. The level of the fight | just don't
understand because | was never a person who carried that level of hatred. It was my Attorney Lehman who said to me
you have to understand how much people hate you. It’s been tough. It’s not really funny Alderman O’Brien. It really isn't.
It’s been very costly. A huge cost to the City and it’s just disgraceful. Just disgraceful. | think you have a lot to think
about and a lot to change in how you address people.

Alderman O’Brien

Thank you Madam President. If | may to take the liberty. It’s not that | thought anything is funny. | think we all of us when
we become elected officials we give up an awful lot. We give up some of our free time, some of our liberties. We are
spoken to within the street on different matters. We receive phone calls. In some cases, we receive a plethora of e-mails
from one, or two, or many constituents. The thing is to accuse that we have a level of hate, | don’t see anybody and I’m
proud to say serving on this particular Board with many of you that | think | can speak to say that we all do not have any
hate or any contempt to any city resident. To imply such, | do feel somewhat offended. | think all of us have worked very
hard for our constituents and it wasn’t so much as a laugh it was almost like a little bit of shocking disbelief that | would be
accused of anything of hate or any of us be accused particularly the way to serve on this particular Board | think |
encourage others. Throw your hat in the ring if you really love the city and | think we all do. So thank you Madam
President.

Alderman Dowd

Yes | know that Attorney Newman was hired to help with the assessing but | can tell you unequivocally that the Legal
Department is extremely busy and Attorney Newman has helped significantly on many of the matters with the school
projects. So to say that he’s not living up to what he’s supposed to be doing, | think he’s exceeding that. The Legal
Department is extremely busy. They’re busy every single day even on the weekends. So kudos go out to that entire
department.

Alderman Jette

Thank you Madam President. It was good to hear the Mayor say that we are finally — it sounds like we’re getting a handle
on our healthcare costs. | would like to thank all of the employees who have chosen the new health plan option which has
enabled us to lower our healthcare costs. If it wasn’t for them, this wouldn’t have worked at all. My hats off to those
employees. Thank you.

Alderman Lopez

First I'd like to agree with Alderman O’Brien. As elected officials, we do tend to get some push back from the public every
now and then. Largely, personally | see positive comments but there are people who just aren’t going to see you as a
person. They’re going to see you as an obstacle or a stereotype of a politician. There’s a lot of negativity towards
politicians. So | mean | guess | see both sides in this case that maybe some members of the public don't like politicians.
Maybe politicians don’t have a soft spot in their hearts for some members of the public. That doesn’t mean that either
side shouldn't listen to the others when they make reasonable points or reasonable arguments.

| hear what Ms. Ortolano is saying about not being in favor of the budget item for the Right-to-Know office. I’m not in favor
of spending money on it either but | do see the necessity of it. | think the number of Right-to-Know requests | mean | think
Ms. Ortolano herself was cited as drastically increasing the number of Right-to-Know requests so if the public has that
need for that kind of information, then we need to treat it very carefully and we do need to document how we’re treating it
and all those matters. There is some irony | think in having a member of the public come forward and say that we don’t
need a position to be in the Legal Department while also reporting to us that she is suing us again and others are too. |
think if anything that just really drives it down why we need that point and why we need to be very careful and attentive to
Right-to-Know Laws. Because Right-to-Know Laws are important for the person requesting the information but it’s also
important to make sure that the people whose information is being provided to that person, their rights are being
maintained and the city is the custodian of that.

Additional, | would like to express my condolences to the friends and family of Linda Kipnes. She was a long-time leader
in Nashua Soup Kitchen. She did a lot of work for our community and she will definitely be missed in many ways. | think
in a lot of other ways though she started programs and inspired leaders that will continue her work. While | know she will
be missed, | don’t think she'll really be gone.

Finally | would just like to announce — | guess not announce — remind the public that Cinco de Mayo is coming up. If for
some reason you decide to celebrate Mexican heritage by drinking a lot, pick your friends carefully because we are
somewhat still in the middle of an epidemic. No healthcare provider is ever going to recommend a lot of drinking. It does
compromise your immune system. It leads to bad decision makings. Support your local restaurants, get a meal but be
careful how you spend your day. Thanks.

On a positive note, | just want to mention like our Mayor stated, the shots that were given in Merrimack — | think it was at
Fidelity — | ran into a constituent today, Deidre Reynolds. Some of you guys might know her. She really talked so positive
about the experience she had on Saturday at Fidelity. Just wanted to also say kudos to the Board of Health for the work
that they do.

Alderman Klee

Thank you Madam President. | want to first start by reminding those that have been helping with the cleanup. We had
Whitney Street clean up scheduled for this Sunday but due to the rain we have rescheduled for next Sunday meeting at
Foster Square at 10 a.m. | hope that we can get even more people this time. You don’t have to be a Ward 3 resident.
We had Ward 4 and Ward 1 last time around and | look forward to seeing more city people.

| want to bring up two other issues. One is | agree with what Alderman Jette had to say about our healthcare costs. |
want to thank those employees who did choose the plan that helps us out. I'd also like to give kudos to Director Kleiner
and all the others that helped to work out this plan so that we have something better to help bring down our healthcare
costs. It starts with the plan and then it starts with the employees willing to accept this plan. | think really we give thanks
to all of those around.

I’d also like to bring up the subject that was brought up. | think our Legal Department is incredible. | think they work very
hard. | agree with what Alderman Lopez said. The fact that we do have lawsuits and the fact that we do have so many
Right-to-Know requests does mean that we do need a person that is going to be dedicated to that. While his entire job is
not that, it’s good to have one point person within it. When | worked for the Department of Defense, | was the FOIA
person. | was the one person that all FOIA requests went to and that way we had the record, we had all the information,
and so on. So while none of us like to have any what someone might consider extraneous personnel, | think it’s a wise
position to have an | think in the end we'll save the city money to be able to focus a Right-to-Know request onto that.

| don’t believe that we have a level of hatred from our city workers, from our Mayor, or from anybody else. Yes maybe
somebody might feel antagonistic towards another person but that is not a level of hatred. That’s a whole different type of
situation. | think I'll leave it at that other than to say as | believe all the members of this Board as well as at least the city
employees that | have dealt with, bend over backwards to try to help constituents, to help the citizens, and so on. | want
to thank all of my colleagues for all that they do and the city workers as well. So thank you.

Alderwoman Lu

Thank you Madam Chairman. | wanted to just reiterate something | brought up the other night that my concern with
staffing for our vaccination sites. We are less than half way through the process and | think that we can save money for
everyone if some of the work and some of the roles that are being done on overtime by city departments were relegated
to an unskilled task force such as used in the Finance Department when they get you know extra work that they need
done. They hire out. I’m concerned that the overtime and the retirement costs that may result from this are going to be
onerous.

The other thing | just wanted to say | didn’t feel the speaker's comment mentioned hate emanating from this Board. |
understood her to say she felt it from the staff, the city workers, and whether or not that’s true, | don’t know. | didn’t take it
as a reflection of the Board so | wanted to point out that | don’t think she did.

| just want to be careful to also point out that if you don’t feel like you’re qualified or you have time to run or to serve as a
public servant on the Board of Aldermen, you still have the right to complain. You still have our ear. So that’s all | wanted
to point out.

Alderman Dowd

Yes | just want to point out that the vast majority of the overtime that’s been realized at the vaccine centers are members
of the Nashua Fire Rescue and just a few police officers. All of that overtime is being covered by COVID funds coming
from the federal government.

Just to follow up on that point. As | mentioned the other night, | understand that the hourly rate is being paid but my
concern is with how this may affect people who are retiring within the next couple of years and affect us.

May | speak on Alderwoman Lu’s concern about pensions?
President Wilshire

Yes absolutely.

Alderman Caron

If you’re in the State pension, your overtime unless you're a police officer or a fireman, your overtime does not count as
part of your pension results when you retire. It doesn’t matter how many hours they may work or getting for overtime, it
does not count unless they are a police officer or a fireman. Thank you.

| just wanted to also clarify it was pointed out at the meeting by myself that the individuals running the clinic are largely
unaffiliated so they’re not looking two pensions or anything like that. | don’t know if the National Guard is who Alderman
Lu is referring to but they’re the only ones | can think of and | don’t think they get a pension either.

Alderman Clemons

Yes in regards to the overtime as well, we were told at the Budget Committee last night that according to our CFO who in
my opinion is one of the best in the country that I’ve seen which is why we have a AAA bond rating, said not to worry
about things like that mostly because the salaries are being paid by the federal government that we have and that
overtime is something that fluctuates and is really out of our control depending on the situation that we find ourselves in. |
think the need is there. | think the federal government recognizes that the need is there and | think it’s a very good thing
that we have qualified firefighters and qualified police officers who are certified and are the perfect type of personnel to
ask to work overtime and do vaccination clinics and other things that help out with the pandemic work. | think in that case,
| think the City is very lucky and if we end up paying somebody a little bit more in their pension that’s the cost of doing
business when there’s a pandemic. Hopefully we won't see another one of these for another 100 years.

| just want to make it clear that what I’m referring to is when we use skilled city workers for a job to do something that
does not require a skill. For instance picking up the sheet of paper that tells our vaccinated staff when they can leave,
telling people to go to that line, or this line. In fact, this is something that we can control. | understand Alderman Clemons
has stated that this is something that we can’t control but I’m only bringing it up because | feel it can be controlled and |

hope that rather that you’ll consider, just consider what I’m saying and consider with an open mind consider other options
that may save the city money. Thank you. I’m all set.

Thank you. There seems to be a little confusion or misinformation, or lack of complete understanding but | can attest of
why is the Fire Department there? They’re not really there to run around with clipboards and cue people into the line. It’s
because people are receiving a drug. Sometimes when you receive a drug you can have a reaction to the drug and that’s
called anaphylactic shot which is life threatening. Everybody that is there from Nashua Fire Rescue is a certified EMT and
has maintained a class level to assist in that type of an emergency and can assist the paramedics with advanced life
support if God bless it is required. What happens people do get that shot? Sometimes they do feel ill with the shot. |
don’t think there’s been a complete full blown of anaphylactic shock because of it but that’s the true reason why they’re
there. If you do see them with the clipboard and everything, | think it’s a matter of efficiency. They’re truly there for the
one particular reason is if something should go wrong with the person who is getting the shot they will be the intervening
force and through efficiencies they're just helping around as generally everybody does. That is really more the tale of the
tape of what they’re actually doing out there.

Well the other thing is that who else are we going to find to do this? | mean these people have regular jobs. We expect
them to be there when we call for a fire or when we call for a police officer. So it has to be done on overtime. You can’t

Police Commissioner's meeting April 26, 2021:

At last night’s Police Commissioners meeting Commissioner Dahl made a motion to accept Resolution R-21-128,
authorizing the Mayor and City Treasurer to issue bonds not to exceed the amount of one million five hundred fifty
thousand dollars ($1,550,000) to pay additional costs of the police department's heating, ventilation, and air
conditioning system, window improvements and locker area improvement project. The motion was seconded by
Commissioner Plante. All in favor.
