holding a Santa breakfast to benefit the Nashua Senior Center from 7:00 a.m. to 11:00 a.m. and then the
craft fair and the gingerbread contest runs from 9:00 a.m. to 2:00 p.m. Tickets are $6.00 per person,
$5.00 from ages 5 to 12 and 4 and under is free.

Scope of Work and Task Descriptions
Amendment 1

developed based on pricing information gathered by MJ or provided by NHDOT cost
summaries. The estimate, as with all estimates, should not be construed as an actual price for
construction, but merely the engineer’s opinion as to the probable cost of construction.

A description of the existing and proposed closed drainage systems will be developed along
with calculations showing the existing and proposed peak discharge rates within the project
area. It is assumed that the closed drainage system will discharge into the City’s separated
drain system. Stormwater treatment measures will be developed and sized to meet the
requirements of the City’s Stormwater Management Ordinances to the maximum extent
practical.

Traffic timing calculations, including software files, will also be submitted for the proposed
alternative to support the proposed timing charts on the traffic signal plans. These calculations
will be for the anticipated opening year of 2021.

Guardrail and superelevation calculations will also be developed. The calculations described
above will be included in a Design Report.

The Preliminary Plans will be submitted to the City and NHDOT for review.
Prior to submitting Preliminary Plans to NHDOT for review, MJ will complete a Traffic Control
Meeting Request Memo and present the project at one Traffic Control Committee meeting with

one MJ staff member attending.

Phase 2B — Geotechnical Investigations

MJ will work with Sanborn, Head & Associates (SHA) to develop and monitor a subsurface
investigation program, with primary emphasis on determining if existing soils contain asbestos,
determining proposed traffic signal foundations, and providing pavement design
recommendations. A geotechnical report will be prepared to summarize the results of the
investigation and provide pertinent information required for the project. A more detailed scope
of work for SHA is attached.

Phase 2C — Environmental Documentation

The deliverable for this task is an environmental study that satisfies the requirements of the
National Environmental Policy Act (NEPA), specifically a Categorical Exclusion. This is required
before the project can move forward to final design and state and federal permitting processes.

Impact Assessment and Mitigation — Impacts to the following existing resources will be identified
for the preferred alternative.

e Air Quality — The project is in a carbon monoxide (CO) maintenance area and is not
considered a “Regionally Significant Project” (per 40 CFR 93.101 and the Statewide
Transportation Improvement Program); therefore, a regional conformity determination is
not necessary. However, because the proposed intersection improvements will involve
new traffic signals, a quantitative microscale analysis for CO and PM will be required to

Pursuant to NRO § 5-74 (B}, which states that a contract that extends from the current fiscal year into
succeeding fiscal year(s) in which no funds have been appropriated nor otherwise designated for this
purpose shall be approved by the full Board of Aldermen before the contract shall become binding on the
City.

The Finance Committee approved and placed on file the notification of the award of the referenced contract
at their February 5, 2020 meeting. | am requesting the concurrence and approval of the full Board of
Aldermen for the award of the following contract:

Contract Award for Portable Toilets with United Site Services of Haverhill, MA - included is the Purchasing
Manager’s Memo #20-077 dated January 30, 2020 regarding the award of this contract at the Finance
Committee meeting. This is a three (3) year contract.

Please see the attached communication dated January 30, 2020 from Nicholas Caggiano,
Superintendent Parks and Recreation for the information related to this purchase.

Pursuant to § 5-78 Major purchases (greater than $10,000) A. All supplies and contractual services,
except as otherwise provided herein, when the estimated cost thereof shall exceed $10,000 shall be
purchased by formal, written contract from the lowest responsible bidder, after due notice inviting bids.

The Superintendent of the Parks and Recreation Department, Board of Public Works (1/30/2020 Meeting)
and the Purchasing Department recommend the award of this contract in an amount of $32,140 to United
Site Services of Haverhill, MA.
