5 Addiction Medicine

The American Society of Addiction medicine adopted the following definition of addiction
in 2019:

“Addiction is a treatable, chronic medical disease involving complex interactions among
brain circuits, genetics, the environment, and an individual’s life experiences. People
with addiction use substances or engage in behaviors that become compulsive and
often continue despite harmful consequences.”

A Special Meeting ofthe Board of Aldermen was held Tuesday, August 10, 2021, at 7:00 p.m. in the Aldermanic

PURPOSE: Relative to the re-appropriation of Fiscal Year 2022 escrows
SPONSOR(S): Mayor Jim Donchess

ASSIGNMENT:

FISCAL NOTE: The escrows shown on the attached worksheet are department

requests for unlike purposes. The proposed unlike escrow
amount of $5,262,014.25 represents approximately 1.9% of the
FY2021 Adopted General Fund Operating Budget. Note that
any approved escrows decrease surplus at fiscal year’s end.
