PART A. SCOPE OF WORK NARRATIVE
. Administration And Management
The Operation and Management of the Public Access Channel is not much different from
running a small commercial television station, with the exception that hosted programs are
prerecorded, and Nashua residents are allowed to borrow camera equipment and submit video
content for dclayed broadcast.
The tasks called for in the RFP will be accomplished by a team of specialists:
(1) In-studio presence wili be shared between three managers so there will always be a contact
person and studio board/camera operator present during posted scheduled hours for
recording hosted programs, scheduling programs using the automated scheduler, accepting
submittals from Nashua residents, and loaning out video equipment to Nashua residents.
(2) Editing and review of submitted programs will be performed by our Program Editors.
(3) Activity reporting and all financial reporting wil] be prepared, and presented to CTAB, by
our Engagement Manager. The Engagement Manager wiil ensurc, through review and
approval of the Policy and Procedures Manual, through review of the documents signed by
the public who host or submit video product for broadcast, and through preview of content
identified by Program Editors, that all content broadcast on the P-Channel meet local
community standards, Our Engagement Manager is a licensed attorney in New Hampshire,
adding assurance that this critical task will be thoroughly and competently exccuted,
(4) Field and special productions will be assigned to and managed by our Technical Services
Manager. We proposc the position of Technical Services Manager, given our experience with
the need to efficiently resolve studio and remote broadcast problems. The Tcchnical Services
Manager will provide a technical point of contact for the public who need assistance using P-
Channel cquipment, provide the technical interface with Comcast, and ensures compliance
with FCC technical requirements. The Technical Services Manager will be responsible for
on-line media content hosted on the city’s website as wel] as on YouTube, and ensure our
proposed innovative initiatives are correctly and efficiently implemented.
(5) We offer Spanish language staff who will promote participation by Nashua’s growing diverse
population.
(6) All managers and staff will be trained on all studio equipment so they will be able to
substitute for cach other’s assigned functions, and also perform all studio operations.
Supporting these managers are operating specialists.
