A Special Meeting of the Board of Aldermen was held Saturday, November 13, 2021, at 9:01 a.m. in the Auditorium
and via Zoom teleconference which meeting link can be found on the agenda and on the City’s website calendar.
President Lori Wilshire presided; City Clerk Susan Lovering recorded.
Prayer was offered by City Clerk Susan Lovering; Alderman-at-Large Michael B. O’Brien, Sr., led in the Pledge to the
Flag.

So before | get into the agenda, | just want to make sure that anyone in the public knows that you cannot speak while the
ballots are being counted. So please be respectful of the people that are doing the counting. Thank you so much.
Let’s start the meeting by taking a roll call attendance. If you are participating via Zoom, please state your presence,
reason for not attending the meeting in person, and whether there is anyone in the room with you during this meeting
which is required under the Right-To-Know Law.
The roll call was taken with 10 members of the Board of Aldermen present: Alderman Michael B. O’Brien, Sr.,
Alderman Patricia Klee, Alderman Richard A. Dowd, Alderman June M. Caron, Alderman Thomas Lopez, Alderman
David C. Tencza (arrived after roll call), Alderwoman Elizabeth Lu, Alderman Ernest Jette, Alderman Jan Schmidt,
Alderman Linda Harriott-Gathright, and Alderman Wilshire.
Alderwoman Shoshanna Kelly, Alderman Benjamin Clemons, Alderman Brandon Laws and Alderman Skip Cleaver were
recorded absent.
I'll let the record reflect that Alderman Tencza did join us.

At this point, we are going to I'm going to turn it over to the City Clerk to start the recount.

Thank you very much. So the first order of business will be Attorney Bolton and | will allow for one representative from
Alderman Elect Gouveia and Alderman Schmidt to come forward and look at the absentee ballot request forms and
empty envelopes and verify that there are no ballots therein and | will ask that President Wilshire in the absence of
Mayor Donchess open that box. If the candidates would come forward with one representative please. Yourself and
one person, yes.
Inside this box is the empty envelopes and the absentee request form (inaudible). This exercise is to show you that
there are no ballots inside. This box has been locked up (inaudible). These are the absentee requests and | show it for
everybody. The ballots are (inaudible). Now these are absentee ballots that are blank and | will open each one. Each
one got four or five so that if somebody was unable to come into the polling place but went to the polling place on
election day, they could fill out an absentee request form and fill out the ballot in their car with the Moderator or Clerk
assisting them in bringing it back.
