recommended to them that they try to ask the Chair of the committee - the relevant committees for a special meeting but
given the date that was just read for when it needs to be on the Governor's desk even that wouldn't work because it has to
come back here. So | don't know that President Wilshire is entirely to blame. | think she's just trying to be flexible for
public health needs so that we're able to put the resources that we are eligible for into use effectively and don’t let them
get caught up in bureaucratic issues.

Thank you. | appreciate Alderman Jette’s point and just to clarify, | don't think there's any question that the President did
anything wrong. | think the point is just that that type of insight as to why we are moving things along this way is helpful

and it's helpful to everyone. Yeah, | don't think that there was any question that you did anything on purpose. It sounds
like you found something out this morning. Thank you.
