Special Board of Aldermen 12-07-2021 Page 20

Alderman Wilshire

Thank you.

Alderman Lopez

I'm just curious about the timeframe if the first step if this passes and if we do begin the evaluation, the study, is the
weather getting in the way? And if that is a concern, would you like me to photograph all of Ward 4 for you?

Dan Hudson, City Engineer

Sure, that'd be great. No that effort probably will go forward maybe regardless. We're working on the scope with
Nashua Regional Planning Commission. That work will be done next summer. This funding - that will use a portion of
this funding. So there could be other fixes done elsewhere with this money. | mean this $400,000 is quite a bit of
money but sidewalks are also very expensive. Every bit helps and this will certainly help us work towards improving
our Sidewalks.

Alderman Lopez

Just one follow up Mr. Chair. Are the sidewalks also subject to the moratorium when utility work is done?

Dan Hudson, City Engineer

That's a good question. | don't believe they are, no. That issue has come up. We had to do some work on Main
Street and of course those sidewalks where, you know, fairly recently done. But we did proceed with that work and
just tried to match the repair the sidewalk as best we could to the existing condition. You know, it's inevitable that
things come up and we do have to cut these newer infrastructure features. It's unfortunate, but it is it is something
that happens.

Alderman Tencza

Thank you. So Mr. Hudson when people come before the Planning Board, many times the city collects a fee for
payments in lieu of having to place sidewalks in certain areas that they're not already there. Why aren't we using that
money to help kind of on ongoing to pay for sidewalk upkeep and repair?

Dan Hudson, City Engineer

Yeah, we face that question. We do use that money. We haven't used that money. Last year, we did quite an
extensive project along East Hollis Street replacing over 1,000 feet of sidewalk there and they used money from a
number of sources one of which was the sidewalk funds. Those sidewalk funds are by zone. So there's four different
zones and we need to use in those zones. But that is one of the funding sources we draw from. Those contributions
are helpful but unfortunately they don't total up to enough to make a significant impact usually. So we really need
more significant dedicated funding such as this in order to do more expensive projects.

Alderman Tencza

Thank you.
Chairman Dowd
Any other questions? All right. I'll open the public hearing on R-21-187 - testimony in favor

TESTIMONY IN FAVOR

Laurie Ortolano

| have a couple of questions. If the excess money from the LED project that is bonded money is not spent on this,
where does it go or what happens to that money?
