Special Board of Aldermen 12-07-2021 Page 14

Denise Mucillo

Denise Mucillo, Ward 8, 6 Midhurst. | would like to rebut to Miss Colquhoun and somebody else said that it's not
going to affect the park. Do you know when the condominiums are going to be built, the townhomes are going to be
built. They're going to moving pesticides because they don't want nice hair. They don't want rodents and so forth.
They're going to be using all kinds of landscaping chemicals that are going to run off into the park. That is going to
affect Greeley Park. If you think $600,000 housing is affordable, you need to talk to 90% of the middle class working
people in this city because | assure you $600,000 housing is not affordable.

Chairman Dowd

Anyone else wants to speak in favor?

Steve D.

I’m back. It is what it is. | agree with the $600,000 but...
Chairman Dowd

Did you state your name and address for the record again.
Steve D.

Stevie D., 31 Columbia Avenue and I'm not the wife of King Dixon. She's already looking. What they said was good
but they don't live here. They don't live on the traffic that comes by the school. They don’t see that and now we're
going to put well so 43 houses with two cars each. Do the math - more cars coming down there. | don’t understand
what they’re saying. Their wards don't want to pay for this. It's not the case. It's the footprint - 13 acres, 13 houses.
That would be the rent that would make their house. Seriously I'll go back to my and I'll stop - | got 30 seconds. We
have a footprint in the north end. We have that football game that we play every year or for the last couple of years.
We have the (inaudible) - let's just keep it and I'm not a guest. | mean, | guess you know you're Selling what
(inaudible) but let's just keep the footprint of a north end with all due respect. I’m done.

Chairman Dowd
Thank you. Anyone else wants to speak in favor? Rebut anything that was...
Robert Lodi

Thank you. Robert Lodi, 12 Bartlett Avenue. | want to congratulate future Alderman Cathey but | think | need to
address some of the mistakes he made. He spoke with emotion and he liked to have facts. He said $21 million is the
repayment on $2.5 million. The assessment is $2.5 million with interest. It's $3.1 million. The debt payment is
$157,812 a year. The city budget for the fiscal year was $425 million. This is .0036% of the budget. The average
median income in the City of Nashua was $37,000. .0037% of that is $13.30. I'll say someone who's making $37,000
a year might be willing to spend $1 a month to keep this park.

Chairman Dowd

Anyone else that wants to speak in favor?

Penny Ferreira

I'm wrestling with my mask. Hi. Thank you for letting me speak again. Penny Ferreira, 3 Birchwood. Again, | keep
referring to the Master Plan that is basically what my understanding is a recommendation and a guideline for what
should happen. I'm going to read you this: A key assumption of built out scenarios is that all developable land will be
developed to its maximum potential. The builder has shown just in his preliminary sketch that he plans to build out to
the max. Build out studies thus present the worst case scenario for the municipality point of view and since most of
the housing development results in a negative cash flow for the municipality, and the reason is that no matter what the
tax base is you're going to incur more costs for schools, fire, police, and waste disposal generated from a
development. So you have to make wise choices. Is it really worth 43 houses to get the tax income when it's really
going to cost the city more when you can provide, again going back to your constituents, and asking them are they
