Thank you. So that’s what | guessed as well. So basically it’s an opportunity for the people who are in favor to say why
they’re in favor of this and it’s an opportunity for the people who are against it to say why we should vote against it. The
Board of Aldermen is not going to be voting on this. This is now going to be on the ballot and it’s going to be up to the
voters to decide one way or the other.

| probably should have said this during the debate but on the issue of the surplus and whether the surplus should be used
retained to lessen the burden on the taxpayers the next time around or this surplus should be used for various projects,
when people say it doesn’t affect the tax rate because people have already paid this money, they’ve already paid the
taxes, it kind of reminds me of when my mother sent me to the store to buy a loaf of bread and gave me what she
estimated was the cost of that loaf. If when | got there | found out that the loaf were on sale and it was a lot cheaper to
get the loaf of bread, she expected me to come back not only with the loaf of bread but with the change. | didn’t get to
keep it to spend on candy or some other purpose. I’m not sure my analogy is correct but it’s what | think of when | look at
how when people say well the taxpayer have already paid this money so it’s better for us to spend it rather than...

wasn't a huge turnout. There were a few several hundred people | suppose but boy it was wonderful. So next time try to
