AUTHORIZING THE MAYOR TO APPLY FOR AND EXPEND THE COMMUNITY DEVELOPMENT BLOCK
GRANT (“CDBG”) AND HOME INVESTMENT PARTNERSHIP PROGRAM FUNDS FOR FISCAL YEAR 2022

Given its second reading;

MOTION BY ALDERMAN KLEE TO AMEND R-21-126 BY REPLACING IT WITH THE GOLDENROD COPY OF
AMENDMENTS MADE AT THE HUMAN AFFAIRS COMMITTEE, BY ROLL CALL

ON THE QUESTION

Thank you Madam President. The Human Affairs Committee at our last meeting we were introduced to new funds that
had come in to the City due to the pandemic specifically for homelessness and where the Nashua Soup Kitchen falls
within that category, it’s actually one of the few programs that do fall within that. We decided that those monies or at least
portions of those monies would be well suited under the Nashua Soup Kitchen. What we had done originally to the
original Resolution was to give — and I’m trying to, pardon me here | know I’m switching around here — we had given the
Nashua Soup Kitchen $75,000 as well as the HODAG funds. What this does is it eliminates that. So item 10 from the
original will now be replaced and the numbers will change. We added the rail trail which is $68,000 which is 20 percent
the matching funds. If we had not done that, we would have lost the opportunity to do this and we don’t want to leave
money sitting on the table. So by making the switch — and the difference of those funds between the $75,000, and the
$68,000 as well as some contingency money we put towards trying to get as whole as we possibly could to Marguerites
Place boiler plant issues that they were having. We increased them from $30,000 to $46,000.

We spoke to Mr. Reinke from the Nashua Soup Kitchen and he was very happy to go with these changes and so on. In
the end, the Nashua Soup Kitchen will end up getting a little bit more and we were able to get put more funds towards
Marguerites Place.

Yeah | just wanted to congratulate the Committee and thank them for their work. | was worried about the extension to the
rail trail not being considered only because | recognize that it’s a difficult year for taxpayers and that there was as usual
three times as many requests as we actually had funding for but that is there for a reason. It’s going to be a critical lifeline
for many people living on that side of the city to get to the Nashua Soup Kitchen safely. So I’m glad you guys found a
way to balance both priorities. The Soup Kitchen is essential. It’s our only women’s shelter that we have available. It’s
our only family emergency shelter that we have in the City and the expansions that they’re doing will benefit the City
greatly but the rail trail is a very important project too so I’m glad that there was a way found to move forward with it.
