Alderman Clemons

| understand that and | get that. | know that we’re going through what we hope is to be the end of this nightmarish last
year. However, | do believe and | do believe strongly that everyone should have the opportunity to get fully vaccinated if
they so want to. When | used myself as an example, | signed up on the first day that New Hampshire residents were able
to sign up. | haven’t gotten my second shot yet. My second shot | don’t get until May 5!" which then puts me out another
two weeks. So you know I’m wondering if we’re jumping the gun on this policy because you know to me | think we would
want to wait until everybody was able to declare themselves fully vaccinated. So I’m going to make a motion.

MOTION BY ALDERMAN CLEMONS TO AMEND BY CHANGING THE EFFECTIVE DATE TO JUNE 1, 2021.

ON THE QUESTION

Alderman Lopez

| was actually going to ask about how this might be affected by city staff wno might have children in the school system. |
know that a couple of schools around New Hampshire have had outbreaks forcing them to have their in-person classes
suspending quarantine and evaluation. | don’t want to put our city staff in a position where maybe they have their kids in
our schools. If something happens, | want to make sure that with everything else they have to worry about they don’t
have to figure out childcare too. Likewise, | don’t want to introduce not necessarily COVID through a vector of our city
staff if as Alderman Clemons said, they are in that higher exposure rate risk factor because they haven’t finished their
vaccinations yet. I’m really hoping we can finish the school year out without having any more disruptions to classes. |
think I’m in favor of his motion as well.

Alderman O’Brien

Thank you Madam President. If | may through you to ask Ms. Kleiner where this is depending an amendment just came
up if she would like to speak on that and to advise the Board. Is it mission critical? Can we wait til June 1°'?

Director Kim Kleiner

Certainly. If it is the will of the Board, we can wait until June 1°". We just would stress that it is no longer required by law
but | see no problems in waiting until June 1°.

Just to clarify the way the amendment is worded. If we pass this tonight, it does pass tonight but effective June 1°?
