Alderman Brian McCarthy
P.O. Box 2019
Nashua, NH 03061

Dear Alderman McCarthy:

Businesses in our state and in Nashua are struggling. We must do everything we can to make
New Hampshire business friendly again. At the same time, property owners are struggling to pay
their property taxes. We must do everything we can for them.

That is why I am sharing with you a bill I am filing in this session of the Legislatute.

The NH Tax Shift Plan is a fiscally responsible, balanced tax reform plan that will lower
business and property taxes. It does not change the amount of money the state raises. It changes
how that money is raised.

The NH Tax Shift Plan is the culmination of two years of consultations, meetings, and
discussions with business leaders, industry groups, lobbyists, civic leaders and legislators. It repeals
the Business Enterprise Tax, lowers the rate on the Business Profits Tax to 4% from 8.2%, and
repeals the Statewide Property Tax and two other taxes.

The revenue lost would be replaced by a flat 3.95% tax on personal income.

The benefits for Nashua would be significant and immediate. The repeal of the Statewide
Property Tax would mean a reduction in property taxes equal to $2.54 per thousand. In addition, the
NH Tax Shift Plan would reinstate the state’s 35% contribution to your retirement costs.

These property tax reductions would mean more money for your citizens, which they would
spend in local businesses and thus add to your local economy.

Repealing the Business Enterprise Tax and reducing the rate of the Business Profits Tax by

more than half would be a boost to Nashua businesses. The less money they must give to the state
equals more money they can invest in their businesses. [his would translate directly into more jobs

in the Nashua area.

The NH Tax Shift Plan incorporates the Earned Income Tax Credit. This is one of the most
successful programs for fighting poverty ever enacted. It would give tax credits to working families
