So the motion before us is to replace R-19-126 with the proposed amendments by Human Affairs.

Could | ask, this discussion we’ve just had about the $1,000.00 or the $5,000.00 is that the only change,
is that the only amendment to this?
Alderwoman Melizzi-Golja
No if you look at what is before you, the amended Resolution, the amounts that are being awarded to
each agency has been amended. So we received the initial proposals from each agency and then
based on the funds we had available to us, both in new funds we received this year as well as funds that
were not used, so we got to roll them over into this year. We then made recommendations, so some
people got nothing, some people got a percentage of what they asked for. | don’t think anyone, from
memory, got everything that they asked for. And | can share this with you in terms of what the initial
request was and the allocated amounts. That’s the most recent, but the numbers that are reflected in
the amendment are what the Committee awarded.

So in looking at this it looks like we got less than what we thought we were getting so you made
adjustments to reflect the fact that the grant is less than you expected.

Correct.

If | may, | think we have only had one year where we had fewer requests than we had money. Part of
this also is that we try to put some money aside for contingency in case any of these projects run over,
so money is also allocated there to cover any costs that were unforeseen. But typically we have more
requests than we have resources.

If | could just address one thing that Mr. Teebom said earlier just about the City placing a mortgage on
this property just to clarify. Essentially what the City is doing is putting a lien not a mortgage. The City
is not going to go after these folks if they owe us money, but when the property is sold, the City will seek
to recoup whatever we paid out. | don’t want people out there thinking that potentially the City is going
to be going after these low income senior citizens, that is clearly not the intent and not how the program
works.
