PURPOSE: Relative to the acceptance and appropriation of $63,790 from
the State of New Hampshire Department of Justice into Police
Grant Activity “FY2020 Violence Against Women Act
(VAWA) Grant Program” and to authorize the transfer of
matching funds

FISCAL NOTE: Fiscal impact is a $63,790 grant to be used for a specific
purpose. Transfer reduces amount in contingency account.
ANALYSIS
This resolution authorizes the city to accept and appropriate $63,790 from the State of New
Hampshire Violence Against Women Act (VAWA) Grant Program for the purpose of funding
law enforcement programs for the period of January 01, 2020 through December 31, 2020.
$74,373 of matching funds, budgeted for this purpose, will be transferred into the Police Grant
Activity.
Charter Sec. 53 permits the Board of Aldermen to transfer any unencumbered appropriation
balance or any portion thereof from one department, fund or agency to another. NRO § 5-130, H
provides that “when proposed legislation to transfer or reappropriate a particular appropriation or
portion thereof has had its first reading, such funds shall not be expended or transferred while the
legislation is pending”.
