PURPOSE: Relative to the transfer of $3,250 from Department #194
“Contingency”, Account #70100 “General Contingency” to the
Nashua Airport for the purpose of funding a portion of the cost
of snow removal equipment

FISCAL NOTE: Transfers funds from general contingency to the Nashua
Airport. Reduces the balance in the general contingency
account from $88,000 to $84,750 (assuming other pending
resolution transferring funds from general contingency
passes).
ANALYSIS
This resolution transfers $3,250 from the General Contingency account to the Nashua Airport for
the purpose of funding a portion of the cost of snow removal equipment. As part of the FY2019
budget, the Board of Aldermen appropriated $17,500 for the Airport’s 5% match for the
purchase of a grader with wing plow. The actual cost of the grader is $415,000. Therefore, the
5% match is $20,750, an increase of $3,250 above the initial appropriated amount of $17,500.
Charter Sec. 53 permits the Board of Aldermen to transfer any unencumbered appropriation
balance or any portion thereof from one department, fund or agency to another. NRO § 5-130, H
provides that “when proposed legislation to transfer or reappropriate a particular appropriation or
portion thereof has had its first reading, such funds shall not be expended or transferred while the
legislation is pending”.
