| just wanted to comment on the Public Hearing for the DPW. So | want to make sure that I’m right in
kind of adding to what Alderman Clemons said. There will be technically 3 chances before the Board of
Aldermen does the final vote on that particular bond, is that correct? There will be the Public Hearing
with a preview, then there will be an informational meeting with DPW and then there the public will
have the right to speak prior to that. So there will be 3 chances before we do anything, so nothing is a
done deal, even if the Budget Committee does or doesn’t approve it, nothing is a done deal until the
Board of Aldermen hear it on the 10"? Is that correct?

| just wanted to clarify, Alderman Dowd, you were talking about or remarks seemed to be directed
mostly at the Middle School Project. What | am talking about is the Board of Public Works Building
Project. | am not aware of anything that is requiring us to move forward with that other than we’ve got
to use the money from the sale of the Burke Street property within 2 years. But delaying this by a few
weeks or even a month | don’t think is going to endanger that 2-year requirement that we spend the
money from the Burke Street property.
One of my original questions was is it appropriate, is it out of order for me to make a motion? | don’t
want to put Attorney Clarke on the spot but is it true that we have to act on this because we've already
made a motion on it? Do we have to do it within 15 days or whatever was mentioned?

| guess | would say yes if you are looking to reschedule a Public Hearing on the Public Works Building
Bond or even, | mean | guess it wouldn’t be just postponing, it would be probably rescheduling to a date
certain. | think that would be a motion and action by the Full Board.

So that would be in order?

| don’t see why not.

However if this particular legislation is not passed by this Board before January 5" it dies. It would
have to start all over again which would have to through the entire process again. That takes time. |
personally don’t feel that there will be a presentation for every bond for every public hearing we have
regardless of what it is. There’s always a presentation and there will be a presentation on that building
as well as the other DPW Bond that is being presented that same evening and it is also televised so
people can get input that way and it is recorded so people can look at it at any time. So there are
plenty of opportunities and | don’t see that there is any great controversy other than that some people
might have some misconceptions that would be clarified at the Public Hearing. | have more
involvement in the Joint Special than the actual DPW Building.
