Alderman Dowd

Just want to check with Attorney Clarke when a motion for a bond is made, | believe we have to have a
public hearing within a certain timeframe. That’s usually 15 days is the minimum, so we are under that
constraint as well as we are under the constraint of moving towards the end of the year. Anything that
is not acted on by the end of the year falls into a black hole and everything has to start over again. So
they have an opportunity at the public hearing to voice any concerns. They'll have a presentation at the
public hearing as to what the project is all about.

Then it will have a Budget Meeting after that which takes a vote on that particular, one all three bonds,
and then it goes to the Board of Aldermen on the 18" or whatever that next date is. They can also
come and hear a presentation and voice any concerns at that time. So | think they have plenty of
opportunities.

Alderman Jette

| think what Alderman Jette is alluding to is that he doesn’t think we should vote on it before the public
gets a chance to hear the presentation. Do you have someone lined for a presentation that night,
Alderman Dowd?

Yes.

Alderman Clemons

If | might so just to get the calendar correct here; the Public Hearing would be on the 2™ and that would
include a presentation that evening. And there will be a separate public presentation on the 9"?

President Wilshire
Correct.

And then we will take this up on the 10" to which the public can speak here at the Aldermanic
Chamber, correct?

President Wilshire
Yeah that would be 3 opportunities.

Yes if | could speak to that. | guess | have a question because | think what | heard when | went to Main
Dunstable School was this feeling of “the decision has already been made, like why am | being
consulted now, there’s not much that | can necessarily change” from the public. So if we have a public
hearing and we approve the bond, and then 10 people say that they don’t like that we are doing it at
perhaps the location. Can we change that once the bond has been approved, because otherwise why
are we collecting feedback?
