SECTION VI. IMPACT EVALUATION
Identify all impacts, both positive and adverse, which the proposed modification will
have, including each of the below listed considerations.

Completion of the structural underpinning work will allow the building to return to
beneficial use. Imminent failure of building support columns is evidenced by twisting
and excess stress. Though the existing landfill cap will be temporarily disturbed and
then restored, the work will have no impact on the function, capacity, life expectancy,
or service of the closed landfill.
The effect the modification will have on the environment, public health, and safety.
Completion of the work will disturb the landfill cap and, potentially, the contents of
the landfill, which has previously been shown to contain asbestos waste. Further,
construction of pile caps will require work in a confined space beneath an existing
floor slab. These are the primary drivers for the environmental and safety
precautions selected for the project.
Potential releases of asbestos fibers will be mitigated through wet drilling methods,
proper management of drill spoils, work zone and ambient air monitoring, and
analytical testing. Worker safety will be ensured through a rigorous Confined Space
Entry program and worker exposure monitoring.
Subslab landfill cap conditions will be restored to match pre-construction conditions.
At the completion of the project, there will be no net impact to the environment,
public health, or safety.
The effect the modification will have on the state's ability to achieve the goals and
objectives specified in RSA 149-M:2, namely achieving a 40% minimum weight
reduction in the solid waste stream on a per capita basis by the year 2000 and
avoiding the disposal of recyclable materials in a lined landfill with a leachate
collection system.
Because this is a closed fandfill with no intention or capacity for future use, there will
be no net impact to the stated goals.
