projects like these, mobilization, the traffic, just impacts the neighborhood and so on. So it is cheaper to try
and do all of this upfront than to wait for sewers to fail after you have paved the street.

Mr. Dookran, the analysis that we were provided of the scheduled work for the 2018 Sewer Infrastructure
Program consists of work on Kinsley, Lake, Harvard, Gillis and Locust Street. It talks about this bond being
sold during Fiscal Year 19 and 20. What am | missing here, the work is going to be done this year and the
bonds are going to be sold in the future?

Chairman Dowd

That question is best answered by the Treasurer who handles all bonding. Do you have more to the question?
Alderman Jette

Well while | have Mr. Dookran’s attention, like right now there is work being done on Kinsley Street by the gas
company and then you are going to do sewer work on Kinsley Street and then you are going to pave it? When
can people expect Kinsley Street to be finished?

Mr. Dookran

Our goal is to get all that work done before the end of this calendar year.

Alderman Jette

But from now until the end of the year it is going to be under construction?

Mr. Dookran

Typically that is what it will take for such a major street and the amount of work.

Chairman Dowd

So on the bonding question, Treasurer Fredette?

When we sell bonds, when a bond is authorized by the City, we can begin spending almost immediately. That
bond is sold usually a year, it can be a year and a half later. We have a good cash flow in the City so that we
use our own cash to spend on the projects and then we reimburse ourselves when we sell the bond.

Any other questions? Seeing none | would like to open this up to testimony in favor of R-18-022 authorizing

the Mayor and City Treasurer to issue bonds not to exceed the amount of two million five hundred thousand
dollars ($2,500,000) for the Fiscal Year 2018 Sewer Infrastructure Program.
