A regular meeting of the Board of Aldermen was held Tuesday, October 23, 2018, at 7:30 p.m. in the
Aldermanic Chamber.

President Brian S. McCarthy presided; Deputy City Clerk Judith Boileau recorded.

Prayer was offered by Deputy City Clerk Judith Boileau; Alderman June M. Caron led in the Pledge to
the Flag.

The roll call was taken with 13 members of the Board of Aldermen present; Alderman Ken Gidge and
Alderwoman-at-Large Shoshanna Kelly were recorded absent.

Mayor James W. Donchess and Corporation Counsel Steven A. Bolton were also in attendance.

REMARKS BY THE MAYOR

Mayor Donchess

| just have a couple of issues that | wanted to mention particularly because the Red Sox are on tonight.
Thursday the HRSA which is a unit of the Federal Department of Health & Human Services, is holding a
Safe Stations Academy or is sponsoring. The City and Harbor Homes and others are hosting Safe Stations
Academy down at the Sky Meadow Country Club in South Nashua. HRSA believes that the Safe Stations
programs that we are running here could serve as a model and be duplicated throughout the country in
terms of fighting the opioid epidemic.

The City’s Epidemiologist paid for by State grand funds has calculated that people who report to Safe
Stations are 60 to 70% less likely to suffer a subsequent overdose after having gone through at least the
initial intake and the treatment referral that people receive after going to Safe Stations. So we are very glad
that HRSA is coming to Nashua and will be looking at our program very carefully.

Also on the opioid front, the State has announced its plan to use the $23 million dollars a year in anti-opioid
funds to fight opioids here and that plan is a so-called Hub and Spoke Model. The so-called Hub that has
been designated for Nashua and for Manchester is Granite Pathways. We will be meeting with them later in
the week to talk about how our current participants, the City, AMR, of course the Fire Department, Harbor
Homes, Revive Recovery can together work with Granite Pathways to use the money to support what we
are doing now and to improve our opioid response. So | am looking forward to the meeting with HRSA.

Beyond that Mr. Chair, | just wanted to mention that this week is Red Ribbon Week; again with respect to
drug abuse and misuse. Red Ribbon Week is dedicated to persuading young people, educating young
people that the use of illegal drugs is dangerous and should be avoided at all costs.

On your Agenda tonight is the purchase of the BAE buses, these are two replacement buses. We received
a very substantial grant, on a competitive grant basis to buy these hybrid electric buses which include a BAE
drive train. So it is great in two respects, these will replace diesel buses so we will be a lot greener and also
will help to support and promote Nashua’s largest employer.

Finally, Mr. President, Farmer's Market was in 201 Main Street over the weekend on Sunday. | think it went
pretty well even though it is not as well-known yet as the summer Farmer’s Market; it was the first week.
There were definitely farmers and merchants there and | hope people will try to visit that and check it out.
