Dear Jeff:

Sanborn, Head & Associates, Inc. (Sanborn Head) appreciates the opportunity to be of
continued service to the City of Nashua (City). As you are aware, Sanborn Head provided the
City with a Preliminary Opinion of Cost, dated September 2, 2016, to prepare an Alteration
of Terrain (AoT) permit and a Type I-A Permit Modification Application (PMA) associated
with the proposed development of Phase IV. The Type I-A PMA was submitted to the New
Hampshire Department of Environmental Services (NHDES) on July 23, 2020, and the AoT
permit will be submitted in December 2020, pending the completion of a wildlife study
report, which is required as part of a recent rule change that requires the City to meet certain
New Hampshire Fish & Game (NHF&G) standards.

As part of the 2016 Preliminary Opinion of Cost, Sanborn Head recommended that the City
budget $200,000 to fund the following items:

» Address NHDES comments to the AoT permit application and Type I-A PMA;

=» Provide support at public hearings and meetings;

m Prepare the Type IJ PMA; and

s Assist with preparing construction bid documents.

As discussed, the City is requesting Sanborn Head to provide a revised cost opinion to
address the items listed above. Based on our latest conversations, the City is more interested
in obtaining financing related to the permitting of Phase IV, rather than the construction-

related items (i.e., Type I] PMA and bid documents) since that work will not occur for several
years.

Permit Support Scope Items

As mentioned above, the Type I-A PMA was submitted to the NHDES and the AoT permit
application will be submitted in December 2020. Based on our experience preparing these
permits for similar projects within the State, and given the current permitting nature of these
