SUBJECT: Downtown Parking Study (Value: $40,845.00)
The Economic Development Division is requesting approval to contract with Thornton
Tomasetti, Inc., of Portland, ME for an existing conditions study of the Elm and High Street
parking garages in the amount not to exceed $40,845.00.
In response to the request for proposal RFP0657-102519, Repairs, Evaluation & Maintenance
Plan for Municipal Garages Study that was released on September 24, 2019, the City received
proposals from six firms. Four firms were interviewed by a team of City personnel which
consisted of members from the Economic Development Division and Parking Department,
Planning and Building Departments, Risk Department, and Engineering Department. After a
thorough review of the proposals, interviews, and careful consideration the team recommended
the selection of Thornton Tomasetti for the existing conditions study of the Elm and High Street
parking garages. The funding for this study will be coming from the Parking Operations Escrow
account in the amount of $31,100 and the remaining amount of $9,745 will be funded out of the
Parking Expenditures Trust account.
The contract’s service area will encompass both the Elm Street and High Street parking garages.
Thornton Tomasetti shall perform all work in accordance to the attached contract including
Exhibit A — General Conditions for Contracts along with all of the services listed on Exhibit B —
Scope of Services, Contract Time, and Fee Schedule. The study will last approximately one to
two months and is the final report is scheduled to be completed by May 1, 2021.
