be room for all that. The ability to live stream, if we were sitting at the station and the 4" of July is going on
and we want to live stream to see how the crowd was or something going on or an incident, a major incident
going on, you can sit right at your desk and live stream and see what is going on. This was very useful up in
Manchester during the last couple of incidents they had up there with the Command Post was able to live
stream the street and what was going on.

GPS System in the camera and in the cruisers, so if dispatch gets a call on Main Street, they are going to be
able to see who is close by and they can dispatch those units right to the call. They are also able to locate
officers. If you are out at an incident and you didn’t call in where you were, they are able to locate exactly
where you are and send other officers. This was kind of a feature that we heard during our presentation a
couple of years ago, there was an officer shot up in Manchester and he was shot, if you remember Officer
Doherty from Manchester years ago, they could not find him, he had been shot multiple times and was
basically laying on a sidewalk behind a car. The officers were driving a couple times where they could not
locate him. It was a citizen who pointed to the police. They knew where he was in the area, but they didn’t
know exactly where he was and that officer down feature and the GPS location that is in there is a very
valuable tool.

The camera has a 14 to 16 hour battery life, again you can charge it at any point. It can be plugged into the car
charger or at home at the end of your shift like | said. The cons we found on it is it’s called a Rocket IOT, it has
to be placed in the vehicle, that’s where the data is stored until you drive back to the Police Department where
it will upload. It’s a cloud based system, it is stored in the car so that is just another thing we are putting in the
car and uniform alteration which we talked to Manchester who has the same cameras. The problem with them
is so many officers, you basically have to send your shirt to the company to put in that pocket. So that takes
some time, you know, we have 179 officers and they will do 5 shirts per officer. So sending them down there
we think this is going to be good timing if this gets through. We switch into fall uniforms, long sleeve shirts in
the fall, we are hoping once it goes through we can get those uniforms down there so we can activate these
cameras in the fall. So that would be our plan.

The good thing about this camera is that several local departments that have gone to body worn by Utility,
Manchester being the first one, Hudson just went on-line they got the same camera and Hollis Police
Department. So what | will say about having other departments in the area with the same camera, it has a
feature of geofencing so if we were to go to any of these agencies for mutual aid, we can go right into their
system and they will be able to tell where our officers are and it sets up like a geofence and dispatch can see
all the officers involved at this incident. So during negotiations with Bodyworn by Utility it was a 5-year
contract. As time went on and in speaking with the Mayor as we are coming to the end here, we are able to
negotiate a 6" year for free and the Mayor also asked if we could the first year, if we could keep it at
$350,000.00, the company was very responsive to that, they kept their word at $350,000.00 the first year and
they actually added a sixth year on. So even though the price went up over the beginning from June 20" until
now, the price almost evened out because of getting that 6'" year free. And in talking to them we ended up
adding vehicles to have the whole system in place so we added 31 vehicles.

What it also does is we added interview rooms and we added the booking area. So we work on a computer
aided dispatch system. So when an officer is dispatched to a call he is given a report number, the booking area
and the interview rooms are all going to be integrated together. So when they interview someone or someone
comes in through booking it is already sent in the sign to the call from the original call from the officer. So it is
actually a pretty neat system and pretty easy to use. We had a guy from Indianapolis Police Department come
up and give us a demo to us and they were over 1,000 officers in that department. They hired 3 people just to
handle this project and to be 3 project manager. And as time went on they realized the system is easy to use,
they actually let two of the guys go and one guy is running it. So it sounds like a pretty easy system to use.
