(AIRs) from FERC as well as continued progress on the Protection, Mitigation, and Enhancement measures
(PMEs) proposed in the FLA and developed in consultation with the resource agencies.

Task 2: Jackson Mills — Exemption Amendment Support

The City filed a draft application for an amendment of exemption for the Jackson Mills Project with FERC on
April 19, 2021 for the removal and replacement of the existing turbine/generator/control equipment as part of
a facility upgrade. As part of comments submitted to FERC on June 17, 2021, the USFWS included a series of
Terms and Conditions related to the passage of diadromous fish species at Jackson Mills and intended to be
included in the FERC issued exemption amendment. The City was notified by FERC that the draft application
would not be processed in time for construction to occur during the summer of 2021. FERC also requested
that the City consult with the resource agencies and come to an understanding with the USFWS on fish
passage concerns outside of the application process. The cost provided below (under Task 2) is for
Normandeau to provide technical support to the City during consultation discussions with the resource
agencies expected to occur during August-December, 2021.

The time and materials cost for Normandeau to conduct the tasks described above is presented in Table 1.
The full amount for Normandeau to conduct all tasks described above is $32,260. This amount will not be
exceeded without prior written approval. Normandeau anticipates the services will be governed by the
Contract for Professional Services Dated 8/21/2019, the Consultant Services for Mine Fall Hydroelectric Facility
Licensing and Compliance Services Contract between the City of Nashua and Normandeau Associates, Inc.
Normandeau is prepared to begin work upon City of Nashua’s authorization to proceed in the form of a
Purchase Order referencing these agreed upon terms or signature of mutually agreeable contract terms and
conditions.
