Scope of Work for Engineering Services

TASK B7 — PACP Training

Consultant shall provide Pipeline Assessment Certification Program (PACP) training. PACP is the North American
Standard for pipeline defect identification and assessment, providing standardization and consistency to the
methods in which pipeline conditions are identified, evaluated and managed. The goal is to have pipeline system
owners create a comprehensive database to properly identify, plan, prioritize, manage and renovate their
pipelines based on condition evaluation. The Consultant shall conduct up to two (2) 3-day training sessions for
NASSCO’s Pipeline Assessment, Manhole Assessment and Lateral Assessment and Certification Program. Classes
shall be held virtually and the maximum class size is 10 people per class. The required text, Pipeline Assessment
& Certification Manual, shall be provided for each participant.

Deliverables: Conduct two (2) 3-day virtual training sessions for NASSCO’s Pipeline Assessment,
Manhole Assessment and Lateral Assessment and Certification Program (including manuals).

Task B8 — Sewer System Flow Monitoring

Flow monitoring shall be performed to identify bottlenecks within the Sanitary Sewer Collection System under
various storm events and dry weather. The Consultant shall provide recommendations for upgrades to the
collection systems based on the results of this Task.

B8.1 Review Existing Information
Consultant shall review existing information provided by the City, including:
e Record drawings and sewer mapping
e Geographic Information Systems (GIS) data
e Closed-Circuit Television (CCTV) data
e Records from staff regarding field observations (e.g., SSO history, etc.)
e Pump station flow and operational data

B8.2 Collect Flow/Rainfall Monitoring Data
Consultant shall conduct a temporary flow and rainfall monitoring program to establish a recent,
continuous and simultaneous data set of velocities, depths and flows in the sewer system. This
monitoring program shall utilize area-velocity metering equipment that allows measurement of flows
and levels both below and above the pipe crown, to capture the range of potential sewer system
responses to rainfall, including surcharged conditions. Data shall be reported in five-minute intervals.
The data collected shall be used in the calibration/validation of the hydrologic/hydraulic model.

The flow and rainfall monitoring program shall be conducted for a period of eight (8) weeks.

A total of six (6) temporary flow meters are included in this task. Rainfall data shall be obtained from the
rain gauge at the wastewater treatment facility. Consultant shall select the monitoring locations,
administer the subcontract to the flow monitoring subcontractor, assist the subcontractor in selection of
alternate metering sites as needed due to adverse field conditions, and conduct QA/QC for the data
collected.
