Scope of Work for Engineering Services
TASK B2 — CMOM Quarterly Updates
The Consultant shall assist the City in preparation of the CMOM Quarterly Updates. These updates are quarterly
submittals to the NHDES and EPA. The CMOM Quarterly Updates shall document actions pertaining to the
operation and maintenance of the City’s Collection System during each quarter. The Consultant shall prepare
eight (8) quarterly updates, due on January 15, April 15, July 15, and October 15 as the schedule requires. By
the first day of the month in which a quarterly report is due, the Consultant shall prepare and submit a bulleted
list of CMOM Program milestones completed during each quarter to the City. The City shall submit the quarterly
update to USEPA and NHDES.
Deliverables: — Electronic versions of Quarterly Updates for City distribution to the EPA and NHDES.
Deadlines for Submittals are January 15, April 15, July 15, and October 15 of each calendar year of this
contract.
Task B3 — Sanitary Sewer CCTV_and Manhole Inspections and Evaluation
The Consultant, through its subcontractor, shall conduct the assessment of pipes and manholes identified
through the City’s Continuous Sewer Assessment Plan (CSAP) developed in previous years of the CMOM
Program. It is assumed for the purposes of this scope that up to 100,000 linear feet of pipe shall be reviewed in
each of the two years. This includes 20,000 linear feet of pipe per year inspected by City forces and the
remaining 80,000 If to be inspected by the Consultant’s subcontractor. Consultant shall use Microsoft’s Power BI
and ESRI’s GIS to track progress. The City shall have access to review progress with these tools. Any additional
effort required beyond the amount budgeted shall require additional budget to be negotiated between the City
and the Consultant.
B3.1 CCTV, and Manhole Inspections
The subcontractor shall perform CCTV inspection and cleaning of approximately 80,000 If of the sewer
collection system in the first year and 80,000 If of sewer in the second year for a total of 160,000 If. It is
assumed approximately 600 manholes shall be inspected for each year for a total of 1,200 manholes.
CCTV inspection shall be completed in accordance with the PACP Standards V7.0. The Contractor shall
use personnel for CCTV inspection who are trained and certified (in current standing) in the use of
NASSCO’s PACP framework.
The Subcontractor shall perform manhole inspections of all sewer manholes accessed during the CCTV
inspections. Manhole inspections shall include obtaining a global positioning system (GPS) of each
manhole and shall be performed according to the NASSCO MACP V7.0 Level 1 inspection criteria, with
several additional criteria as selected by Hazen.
B3.2 Assist with Sewer, and Manhole Inspections
Consultant shall provide as-needed coordination with the CCTV subcontractor including the
development of maps for the crews and the QA/QC of the CCTV coding. Consultant shall prepare and
provide maps (digital or hardcopy) for the sewer pipes and manholes to be inspected in the first year
and second year to the subcontractor for inspections. Consultant shall attend periodic meetings with
the City to review areas inspected and areas to be inspected and hold weekly calls between all
stakeholders during work.
