This letter is to inform you that the City of Everett has been working with Nesra
Engineering (Nesra) and Arsen Hambardzumian for over ten years on a variety of public
projects ranging from rail trails to parks and stadiums. Arsen and his team continue to do
great work for the City of Everett and our community. Some of the services provided to
date include Master Planning, Design, Permitting, Construction Administration, Resident
Engineering Services, Peer Review, and Owner’s Project Management Services.
Nesra has provided the design, permitting and construction administration services for
Glendale Park, Everett Memorial Stadium, Bike to Sea — Rail Trail, Madeline English
School, The Meadows (Phases I & II), Swan Street Park (Phases I & II), Staff Sargent
Herman A, Day Park, and Sacramone Park. From a Master Planning perspective, Arsen
has provided his services for 7 Acre Park, Glendale Park, 9-11 Memorial Plaza, Park
Road Plaza, Colburn Terrace, Beautification Way, as well as other projects. We have also
used Nesra’s expertise to provide Peer Review Services on projects like Florence Street.
In one of our most recent projects, Sacramone Park, Mr. Hambardzumian conducted
several rounds of community outreach, met with the neighbors, little league, high school
athletic director, coaches and other staff to evaluate the proposed use and designed the
facility to meet their needs.
As evident from the number of projects completed by Nesra Engineering, the City has a
great working relationship with Mr. Hambardzumian and his company. We continue to
use Arsen because of his excellent communication skills, design & creative prowess, and
his ability work well with our community members, Nesra continues to provide unique
and innovative features at each facility while addressing the needs of a diverse
community. We highly recommend Nesra Engineering and their services.
