Medicare/Medicaid is changing the way funds are made available for mental health and opiate abuse, as follows:
"The State of New Hampshire (State) has made performance-based funding available to regionally-based Integrated
Delivery Networks (IDNs) that serve Medicaid beneficiaries with the goal of transforming the delivery system for
beneficiaries with mental health conditions and/or substance use issues, including opiate abuse. The transformation will
be supported by participationof IDNs in Alternative Payment Models (APMs) that move Medicaid payment from primarily

In order for us to participate in this program, it is necessary that we authorize city to participate in the Nashua Region
Integrated Delivery
Network. The authorization commits us to no expense on the part of the City, it simply authorizes the Southern New
Hampshire health system
to be the agent to handle funds from the state. This authorization must be in place by August 15th so that the application
for funding can be
submitted to the Executive Council.

| am loath to call a special board meeting for the single purpose of first reading of the ordinance. | would ask that
Alderman Wilshire, if she is so inclined
schedule a meeting of the Human Affairs committee perhaps within the next two weeks, so that minutes can be available
prior to our meeting on
the 9th of August, where we would perform a first and second reading with the opinion of the committee documented in
the minutes. We would
post said Human Affairs meeting with the bill on the agenda, so that the public will be aware of the discussion of the issue
in a timely manner.
