This legislation establishes a bucket. It does not establish an expenditure it is a container to hold funds.
| want to make that clear. Whether we put funds in it or not is up to the Board of Aldermen and is a
separate decision and that is why it is different than previous legislation that has appeared before this
Board. | would recommend passage. Thank you.

Alderman Moriarty

| am going to vote against this because if you can spend the money without having to override the
spending cap then | believe you should just spend the money directly. In the past we had a similar trust
fund created and you could fill it with revenues that would normally be used instead of tax money to pay
the general fund and then in the end you end up effectively implementing a spending cap by-pass
without ever having to override the spending cap with ten votes. You create a fund with eight votes and
