A. introduction

The City of Nashua is sending out this Request for Qualitications for comprehensive engineering
services, 1ncluding civil cngincering design and construction adminisiration, which involves
completing the construction of the Heritage Rail Trail fast. This project would extend the bike
and pedestrian trai! trom the Herttage Rail Trail West's terminus at Main Street in downiown
Nashua and continue the trail to East Hollis Streei/Denton Strect intersection.

This project will result in approximate % of a mile bicyele and pedestrian trail trom Main Street
io Denton Street, next fo the 25 Crowa Street future rail station. The project is tunded by Federal
Highway funds with the maich provided by the City of Nashua, through the Congestion
Mitigation and Air Quality (CMAQ) grant and, as a result, will follow the NH Department of
Transportation's “Local Public Agency Manual for the Development of Projects”. The manual

13, which focuses on Consultant Selection.

The project timeline includes feasibility and final design engineering im ihe spring through fall of
2019, bid construction advertised through the winter and consiruction starting in the spring of

2020.

B. Project Development Background

The Heritage Rail Trail project was siarted in the late 2000s to reduce congestion alang East and
West Hollis Streci, one of the most congested corriders in the City of Nashua and the Nashua
Region (Nashua Region Metropolitan Plan, 2014). by providing an alternative bievcie and
pedesirian iransportation roule through the heart of the City’s most densely papulated
neighborhoods. The City has consistently moved this project torward over the last 10+ years
through the acquisition of all necessary land or easements along the entire corridor, and
completed construction of the Heritage Rail Trail West from City Hail to Will Sireet/Simon
Street. Most recently the Department of Public Works installed needed new lighting along the
heavily used western trail through a FY2017 budget appropriation.

C. Project Description

The purpose of this project 1s to design, permut and construct a ten foot wide paved trail known

as the Heritage Rai} Trail East. This project will extend the bike and pedestrian trail from the
Heritage Rail Trail West's terminus at Main Street in downtown Nashua and continue the trail to
Fast Hollis Strect/Denton Street intersection. The City owns or has easements over all land along
the % of a mile future trail, so no right-of-way acquistiion is anticipated with this project. Once
