Alderman Klee

Are they the traffic pattern lights or is it also for the emergency when the emergency vehicles are coming
through?

Mayor Donchess

| think that the optical system, | believe, is controlled by the controller. Those are activated by the firetrucks and
the like.

Alderman O’Brien

You would be correct in saying so. Yes, it also goes into a timing mechanism and go back to the reset. Today,
they are a lot different. The technology is getting so that upgrading this is going to enhance the traffic flow and
probably could be adjusted to take into account holiday shopping. | think the people probably won't notice it
but they will see the efficiency possibly with this.

Alderman Laws

Are they remotely operated? Is there a central hub where they can control the traffic patterns or do you have
to go to each individual controller and do it manually?

Mayor Donchess

As aresult of a previous grant, these things were connected via a fiber optic cable. These can be remotely
adjusted.

MOTION CARRIED

From: Dan Kooken, Purchasing Manager
Re: Purchase of Raw Sewage Updated Drive (Value: $33,000)

MOTION BY ALDERWOMAN KELLY TO ACCEPT, PLACE ON FILE AND AWARD THE PURCHASE

TO GRANITE CITY ELECTRIC SUPPLY COMPANY IN THE AMOUNT OF $33,000. SOURCE

OF FUNDING IS DEPARTMENT 169, WASTEWATER

ON THE QUESTION

David Boucher, Superintendent, Wastewater

My understanding is this was originally approved back in December. They chose the low bidder. This is
variably frequency drives for our raw sewage pumps. They are the four main pumps that carry water through
the wastewater plant. One drive was replaced in 2016. This is to replace the other three. The first time we
went to put this out to bid we chose the low bidder. Then it was found out that the drives that they submitted
were obsolete. This is going back and looking at the second low bidder at $33,000 to replace these drives.
Alderman Laws

What do the drives do?

Mr. Boucher

They allow the pumps to speed up and slow down rather than when called to come on firing up at 100 percent.
You can alternate the speed on the pumps.
