SPECIAL INSTRUCTIONS

This bid includes a Bid Altemate.

The Base Bid shall include all work on Amherst Street, Somerset Parkway and Broad Street.

Bid Alternate 1 shall include all work on Kinsley Street.

If the lowest acceptable and responsive bid received for the base Bid exceeds the available
federal funds for this contract ($4.45 million), Bid Alternate 1 will not be accepted and the
lowest bidder shall be determined on the basis of the Base Bid alone.

If the lowest acceptable and responsive bid received for the Base Bid is less than the available

federal funds for this contract ($4.45 million), Bid Alternatel will be accepted and the lowest
bidder shall be determined using the total of the Base Bid and Bid Alternate 1.
