Installation of Siphon Covers

To approve the contract for the installation of new siphon and manhole covers at various
locations to William P. Davis Excavation, LLC, of Portsmouth, NH in the amount of
$49,875. Funding will be through: Department: 169 Wastewater; Fund: Wastewater;
Account Classification: 54 Property Services.

William P. Davis Construction LLC

There are 10 siphon structures and 3 manholes that are in need of a more secure
(lockable} cover with an internal safety grate to prevent unauthorized entry. Many of
these structures are at remote locations where past vandalism and thefts have occurred.
This project will have all top covers more securely fastened and internal safety grates
installed that are lockable to prevent unauthorized entry or an accidental fall into the
structure.

Requests for bids were sent tc 5 contractors of which 2 responded. Another company,
William ?. Davis Excavation, submitted a bid for a total of 3 bids received. A summary
of the bids is provided in the table below:

TLD Earth Tech Hudson, NH $78,585

TBuck Construction Auburn, NH $164,439

The low bidder, William P. Davis Excavation, has not previously worked for the City but
has done similar work for other Towns, general contractors and institutions. Their
references were all favorable with a history of performing high quality work within the
available budget.
