Reference: Pavement Management Support Services Proposal

Dear Mr. Dookran:

Per your request, Stantec Consulting Services, Inc {STANTEC) is pleased to provide continuing
professional Asset/Pavement Management Services to the City of Nashua. STANTEC has assisted
the Division of Public Works (DPW) with developing a long-term pavement management plan using
the City’s new Cartegraph OMS asset management software. Through this effort DPW has received
additional funding for its paving program over the next 5 years.

The City desires to have STANTEC continue providing assistance to maintain the current database
model, update pavement conditions, and migrate Cartegraph Navigator data into OMS
environment. STANTEC will also be available to help the City with pavement design, material
specification, on-site inspection, and material testing for quality acceptance.

STANTEC proposes the following work tasks to further protect their pavement/asset management
investment:

WORK TASKS:

1. KICKOFF MEETING:
STANTEC will meet with DPW staff to review City’s goals and objectives, discuss data migration,
define location of work for 50% roadway survey, review schedule, coordinate optional services
as needed.

2. PAVEMENT MANAGEMENT SYSTEM UPDATE:
STANTEC will re-survey 50% of the City’s roadway network, approximately 155 centerline miles,
to update the pavement surface condition (PCI) ratings using ASTM PCI rating system. This
mileage includes all arterial and collector roadways (54 centerline miles).

For each pavement segment, STANTEC will identify type of curb, curb reveal, road sufficiency
ratings for sidewalk, drainage, and rideability and capture a digital picture image and link to
