Pavement Management Analysis Update
To approve the engineering contract with Stantec Consulting Services, Inc. of
Burlington, MA in an amount not to exceed $50,000. Funding is contingent upon the
approval of the bonds that will be funding the multi- year paving project.

The City hired Stantec Consulting Services, Inc. to provide assistance in developing a
plan for a pavement management program. Stantec has developed regional pavement
management programs for Bedford, NH, Boston, MA and Cambridge, AM as well as
dozens of other communities for many years. Using their expertise, Stantec has
provided assistance in developing the necessary protocols for preventative
maintenance, their costs and decision trees when selecting a prioritized list of
roadways to pave.
The pavement condition of the road network was surveyed and evaluated in the fall of
2015. Stantec has recommended that one-third of the network needed to be updated
every year. Since one and one-half years have elapsed, the City is requesting to
resurvey 50 % of the City’s roadway network, approximately 155 centerline miles to
update the pavement surface condition (PCI) rating. This mileage includes a large
portion of arterial and collector roadways.
In addition, Stantec will provide quality assurance and quality control of field data.
They will also analyze 5 and 10 year funding models using CartéGraph’s Scenario
Builder pavement condition analysis module.
Stantec will produce a written summary which will include suggested pavement
repair treatments including crack sealing, microsurfacing, patch paving, and other
optional cost-effective treatments.
