9. Where space allows, provide a separate Decontamination Facility consisting of a
serial arrangement of rooms, holding area, and Wash Room for removal of
equipment and material from the Work Area. Do not allow personnel to enter or
exit Work Area through the Equipment/Waste Decontamination Facility.
10. The Contractor shall restrict access to the Work Area or Regulated Area to
persons who have previously been identified to the Engineer; or persons who have
legal jurisdiction over the Work. The Contractor's Supervisor shall at all times
monitor the entrance to the Decontamination Facility to prevent unauthorized
people from entering, and to maintain a written log of all people entering the
Work Area.
APPROVAL OF PREPARATION WORK
After each asbestos removal Work Area or Regulated Area has been prepared as
specified above, the Contractor shall request a formal site inspection by the Engineer.
No removal, demolition, or other disturbance of asbestos-containing materials, dust, or
debris shall occur until the Engineer has inspected and accepted the site preparation
Work as specified in Subsections 3.01, 3.02 and 3.03.
ASBESTOS REMOVAL UNDER GENERAL CONTAINMENT PROCEDURES
This Subsection provides a description of the generally employed procedures for the
removal of Asbestos-Containing Materials where conducted inside of a Work Area
which has been isolated and protected with polyethylene coverings, and has a HEPA-
exhaust system and a Decontamination Facility.
Amended Water (wetting agent), mixed and carefully applied using an airless sprayer as
specified by the manufacturer, shall continuously be used to control the release of
asbestos fibers from the ACM material prior to and during removal. The amended water
shall be applied in sufficient quantity to fully penetrate and saturate friable materials
before removal begins. Where necessary, wetting shall commence up to 24 hours before
removal Work to ensure effectiveness.
Removal Sequence:
1. No asbestos removal Work shall begin until the Work Area has been prepared as
required in Subsections 3.01 through 3.04 of this Section.
2. Small test patches of Asbestos-Containing Material shall be wetted, and then
removed and examined to determine degree of saturation prior to removing the
bulk of the material. With prior acknowledgment the Contractor may use removal
encapsulant instead of amended water applied per manufacturer’s and federal
guidelines.
