J. All Contractor costs associated with the isolation of electrical systems and installations
of temporary power and lighting must be included in his prices.
K. Where shutdown of electrical equipment is not possible and use of a wet removal
process 1s unsafe, the Contractor shall obtain the approval of EPA and other applicable
agencies to use a "dry" removal procedure.
L. The Contractor shall, at no additional cost, install and provide AC power for the
Engineer to collect air samples, as required.
3.03 CLEANING OF DAMAGED MATERIAL AND ASBESTOS-CONTAMINATED
SURFACES
A. This Subsection pertains to the cleaning of surfaces which are potentially contaminated
with Asbestos dust or debris discovered in the performance of the specified Work. Such
cleaning shall be required to prevent this potentially asbestos-containing dust or debris
from becoming airborne and posing an exposure risk to site occupants or interfering in
air monitoring activities. Cleaning actions shall be performed by the Contractor as
preliminary exposure control measures prior to performing other abatement actions
which are required. Cleaning shall consist of HEPA-vacuuming followed by wet wiping
(if necessary) of surfaces 1n a manner which prevents dust generation and effectively
eliminates all visible and microscopically detectable debris, dust, film and grime. The
Engineer shall conduct final inspection of Precleaning Work prior to the Contractor
performing any other specified actions.
Each HEPA-vacuum cleaner shall be separately equipped with an airtight, securely
attached hose of proper length, a collection wand, a brush, and other special attachments
appropriate to the required cleaning tasks. The equipment shall be properly operated at
all times and shall contain no air leaks. The Engineer may inspect all vacuuming
equipment prior to its use, and may request verification of the efficiency of the
equipment's filtration.
Cleaning Procedure:
1. Remove large pieces of debris by hand, and then HEPA vacuum all specified
surfaces using HEPA-filtered equipment and a collection attachment which
minimizes dust generation. Surfaces shall be cleaned by working outward from
the point of access so that workers do not walk on or disrupt uncleaned surfaces.
2. Wet the surface of any material that could produce airborne fibers by using an
airless sprayer and amended water. Continuously mist the area to minimize
airborne fiber concentration.
3. Collect, package, label, and dispose of vacuumed material as asbestos waste.
