PART 3 EXECUTION
3.01
PRE-ASBESTOS ABATEMENT PREPARATIONS
The Contractor shall excavate the soils around the Asbestos-Containing Materials to the
extent possible without disturbing or impacting the Asbestos-Containing Materials.
Prior to completion of excavation work, the Contractor shall set-up the Work Area as
follows:
1. Demarcate, at ground level, the boundaries of the Work Area and post required
warning signs meeting the requirements of OSHA 29 CFR 1926.1101.
2. Construct containment structures, as required by governing regulations, to isolate
the Work. Containment structures will not be required for Class II Asbestos
Work that can be performed without cutting, sawing, crushing, or otherwise
abrading the asbestos material where permitted by regulatory agencies.
The Contractor shall prepare each Work Area as described 1n this Section. Preparation
Work shall be performed according to the following general sequence of steps and
procedures to insure that proper containment and protection systems are installed prior
to any Work which could disturb asbestos-containing materials and generate airborne
asbestos fibers.
Erect Decontamination Facilities and install HEPA Exhaust Fans.
Isolate all electrical systems, and provide temporary power and lighting as required for
Work Areas and Regulated Areas.
Clean and remove any non-fixed items (not removed by the Department) to storage
areas. Items that cannot be Certified Clean shall be disposed of as asbestos waste.
Carefully clean all surfaces in the Work Area or Regulated Area which may be
contaminated with any dust or debris.
Cover any openings; erect any required barriers, coverings, tunnels, or access platforms;
post access restriction signs; seal all openings into the Work Area; install any temporary
access openings; and poly all walls.
Obtain Engineer's acceptance of all preparation work as described in this Subsections
and Subsections 3.02, 3.03 and 3.04 before starting removal of Asbestos-Containing
Materials (as described in Subsections 3.05, 3.06, and 3.07 respectively).
