The Contractor shall ensure that a "Competent Person" conduct an exposure
assessment immediately before, or at the initiation of work to determine expected
exposures during the work in accordance with 29 CFR 1926.1101. For Class I
and Class II Asbestos Work, until the Contractor conducts exposure monitoring
and documents that workers on the job will not be exposed in excess of the
Permissible Exposure Limit (PEL), or otherwise makes a Negative Initial
Exposure Assessment, the Contractor shall assume that workers are exposed in
excess of the PEL or Excursion Limit.
The Contractor may demonstrate that worker exposures will be below the PEL
(Negative Initial Exposure Assessment) by data which conforms to the following:
a. Objective data which demonstrates that the material containing asbestos
can not release airborne fibers in concentrations exceeding the TWA and
Excursion Limit, or
b. The Contractor has monitored prior asbestos projects for the PEL and
Excursion Limit within one year of this project and the data was obtained
during work operations and conditions which "closely resembles" the
processes, type of material, control methods, work practices as that on this
project and that the operations were conducted by workers whose training
and experience are no more extensive of the workers who will work on
this project; and this data shows that for the conditions present on this
project, there 1s a high degree of certainty that worker exposures will not
exceed the TWA and Excursion Limit; or
C. The results of initial exposure monitoring of this project for 8-hour TWA
an 30-minute short-term exposures of each employee covering operations
which are most likely to take place during the entire course of this project
result in exposures below the PEL.
D. Respiratory protection shall be worn at all times, including preparation of the Work
Area, all asbestos removal activities in Work Areas and Regulated Areas, loading and
unloading of waste containers in the Work Area or at the transport truck, cleaning of
Work Area, and performance of glove bag removal Work.
E. Type "C" Respirator:
1.
Air Systems Monitor: Continuously monitor the air system operation including
compressor operation, filter system operation, backup air capacity and all warning
and monitoring devices at all times that system 1s in operation. Assign an
individual trained, by the manufacturer of the equipment in use or by a Certified
Industrial Hygienist, in the operation and maintenance of the system to provide
