Non-friable Asbestos Containing Material: Asbestos-Containing Material that
cannot be crumbled, pulverized or reduced to powder by hand pressure.
Project Designer: An individual who has successfully completed the training
requirements for an abatement Project Designer established by 40 CFR 763.
Protect Fixed Items: Shall mean to cover items that cannot be moved from the
Work Area with solid enclosures and/or 6-mil polyethylene sheeting, and secure
by taping or gluing water and airtight.
Regulated Area: An area established by the Contractor to demarcate boundaries
where Class I and II Asbestos Work 1s conducted, and any adjoining area where
debris and waste from such Asbestos Work accumulate; and a Work Area within
which airborne concentrations of Asbestos exceed, or there is a reasonable
possibility they may exceed the Permissible Exposure Limit (as defined by 29
CFR 1926.1101). A Regulated Area shall also include all areas used or occupied
by the Contractor to accomplish the Work or perform Abatement Activities,
including but not limited to, staging and equipment storage areas and waste
removal routes through the building and site.
Remove Asbestos: To make a building component and substrate free of all visible
debris and microscopically detectable Asbestos fibers. (See Certified Clean)
Seal, or Block and Seal: Preparing a space or area such that there is no air
movement or passage to and from the area.
Substrate: The surface of any material to which asbestos containing material has
been applied to.
Surfactant: A chemical wetting agent added to water to improve penetration, thus
reducing the quantity of water required for a given operation or area, and reducing
the generation of airborne Asbestos fibers.
Time Weighted Average (TWA): The average concentration of a contaminant in
air during a specific time period.
Waste Shipment Record (WSR): The pre-approved form that must be completed
in ink and must accompany all Asbestos and Asbestos Containing Waste Material
that is removed from the Site. The WSR shall be the form specified in 40 CFR
61.149 Figure 4, as required by 40 CFR 61.150 (d)(1) and shall ensure strict
compliance with all requirements of governing regulations including but not
limited to the New Hampshire Department of Environmental Services, US
Environmental Protection Agency and the US Department of Transportation.
