MEASUREMENT AND PAYMENT

SUMMARY
Under the price specified to be paid for each item, the Contractor shall furnish all
labor, materials, equipment, plant, and perform all operations to complete all work as
indicated and specified. All supervision, overhead items, bond and permit costs,
protection and precautions and all other costs, incidental to the construction work,
complete, and as specified, are also included.
.A complete, finished, working job, as intended by the general nature of these
Specifications, shall be produced whether or not any particular wording or direction is
omitted or inadvertently not clearly stated.
Measurement for payment shall be by the Engineer, except where noted elsewhere in
this Specification. Measurement for payment for lump sum items shall be on the
basis of percentage of work complete and in place.
Each unit or lump sum price stated in the Bid shall constitute full compensation as
herein specified for each item of work completed in accordance with the Drawings
and Specifications.
The prices for those items which involve excavation shall include compensation for
transportation and disposal of surplus excavated material and handling water.
The prices for all pipe items shall constitute full compensation for furnishing, laying,
jointing, and testing of pipe; chlorinating, excavation and backfill; and clean up.
In all items involving excavation, the price shall be based on doing the entire
excavation in earth. Where rock is excavated, the price thereof shall be in addition to
the cost of excavating earth, and no deduction will be made in the amount for earth
excavation.
The sewer pipe being replaced is very old, in some cases installed over 100 years ago.
Although the City does extensive sewer video and field investigations to properly
locate pipes, it is not possible to depict all field conditions accurately since some
pipes cannot be investigated and/or change alignment or configuration underground.
Inevitably, the Contractor should expect some delays as a result of the unknown or
unforeseen conditions underground. A reasonable amount of time (at least 3 hours
per occurrence) must be budgeted to allow for down time when an unknown pipe or
