Thank you for taking this question. It’s a question that | ask whenever | see that there is a bid and one or two bidders are
way different than the rest. | saw that Soep Painting Corp. had a bid of $634,950.00 which is significantly higher than the

other two. | don’t know if you can actually answer this but why would their bid be so much higher?

| don’t know specifically why theirs but some bids are based off whether they are going to need scaffolding or if they
actually have the equipment to actually, you know, like bucket trucks to reach. | Know there was a company that was
thinking about using scaffolding, but the price of scaffolding is really high right now, so they're offering to hire trucks. That
could be one of the cases, but | don’t truly why they bid so high on this project.

MOTION BY ALDERMAN COMEAU TO ACCEPT, PLACE ON FILE AND APPROVE CHANGE ORDER #1 TO THE
PUMP STATION UPGRADES PHASE | CONTRACT WITH DEFELICE CORPORATION OF DRACUT, MA, FOR
ADDITIONAL WORK AT SEVERAL PUMP STATIONS IN AN AMOUNT NOT TO EXCEED $139,313.15. FUNDING
WILL BE THROUGH DEPARTMENT: 169 WASTEWATER; FUND: SRF LOAN; ACTIVITY: PUMP STATION
UPGRADES PHASE II

David Boucher, Superintendent of Wastewater

This is Phase II of our pump station upgrade that involves upgrading seven pump stations in the city and one combined
sewer overflow site. Some of the (inaudible) here one of them is the emergency generator costs have increased since
the initial bids came in. Our Blackstone pump station has to be moved to another location. A location that was put in the
designs did not work with the existing wet well in our pumps so that would have caused some issues with the pump
according to the pump company, so we had to have a redesign where the building was going to be located and some
piping redesigns.

Also at the Santerre pump station. We also had a wet well modification because of the direction of the gravity sewer that
went into the existing pump station. It wasn’t going to work with the new pumps that were going to go in so it has to be
redirected. There’s also things in here that will help and aid in the cleaning of the pump station in the future and the force
mains. I'll take questions.
